General description
Join the Fiscal Management team as an Expenditure Assistance Program Specialist III-IV! Work involves consultative services and technical assistance work including necessary research on travel, purchase, and procurement policies and procedures. Offers general guidance on travel and purchase policies and participates in presentations. Collects and prepares information for release to other agencies. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Minimum Qualifications:
- Bachelor’s degree.
- 3 years of experience with accounting and/or processing or overseeing accounts payable, purchase or travel transactions, and/or analyzing and adhering to legislative or technical policies/programs.
- 2 years of customer service experience.
Preferred Qualifications:
- Classroom training experience and/or training content development.
- Experience using Uniform Statewide Accounting System (USAS) and or Texas Identification Number System (TINS)
- Experience in accounting and/or processing or overseeing accounts payable, purchase or travel transactions at a state agency or state institution of higher education
Substitutions:
Education requirement may be substituted with up to four (4) years of related experience.
LICENSES / CERTIFICATIONS:
- Preferred Certification - Certified Texas Purchaser (CTP) or Certified Texas Procurement Manager (CTPM) or Certified Public Accountant (CPA)
In this role you will:
- Research travel and purchase policies and procedures. Collect and prepare factual information regarding purchase and travel policies and legislative updates for release to other agencies.
- Coordinate and process 1099 data, Gross Weight/Axel Disbursement and other allocation payments, Disbursement Method Indicators; document releases, and document tracking. Process settlements and judgment claims and miscellaneous claims.
- Respond to inquiries on travel and purchase rules.
- Conduct training and performs research and analysis of post-payment audit findings to incorporate into training for state agencies. Develop and provide training on travel and purchase policies to state employees.
- Knowledge of Web based training methodologies, curriculum development and adult learning theory.
Job Type: Full-time
Pay: $3,750.00 - $5,000.00 per month
