Background:
This position is located in USAID’s Bureau for Development, Democracy, and Innovation, in the Innovation,
Technology and Research (ITR) Hub, which leads USAID in experimentation and innovation to transform
development. The ITR Hub takes smart risks to test new ideas and partner with others to scale impact, bringing together diverse partners to transform how we save lives, reduce poverty, strengthen democratic governance, and help people progress beyond assistance. Working collaboratively with the Agency and external partners, ITR's mission is two-fold:
To produce breakthrough development innovations by sourcing, testing, and scaling proven solutions that
impact millions of people; To transform development by opening it to people everywhere with good ideas, promoting new and deepening existing partnerships, bringing data and evidence to bear, and harnessing scientific and technological advances. ITR’s collaborative approach supports USAID’s mandate to be on the forefront of science and technology, incorporates breakthrough innovations into our programs and policies, and applies the latest tools, like artificial intelligence and evidence-based approaches to development priorities, countering malign influences and engaging new private sector partners.
Duties and Responsibilities:
The Program Support Specialist provides the ITR/T Digital Informatics support on communications and outreach, program coordination, and monitoring, evaluation and learning (MEL). The incumbent is responsible for providing support technical staff, performing administrative-type tasks such as scheduling briefings and meetings and maintaining program files. The incumbent will also be expected to perform some analytical-type tasks such as collecting, compiling, and analyzing data for various program documents and designing and maintaining spreadsheets in support of financial tracking systems.
Specific duties include, but are not limited to:
1. Provides support to technical staff performing a variety of both complex and routine administrative and
analytical duties.
2. Responsibilities could include scheduling briefings and meetings, maintaining program files, collecting,
compiling, and analyzing data for various program documents
3. Assembles, analyzes, and communicates facts, evidence, and expert opinions on relevant issues related to digital financial services and digital development broadly.
4. Helps team cultivates relationships with and coordinates with other Bureaus, Missions, and other partners to ensure alignment with complementary programs within and external to the Agency.
5. Supports the management of high-level relationships with external partners, including but not limited to,
private sector partners, program leads, and donor community.
6. Consults with the relevant pillar and regional bureaus and missions in order to reflect the broader agency needs and requirements within emerging partnerships. Consults, as needed, with other federal agencies to identify synergies and areas of further level
7. In coordination with knowledge management and communications staff and experts, prepares or coordinates preparation of reports, briefings, conferences, publications, training, and other means of promoting wide understanding of improved knowledge and methods.
8. Assists in development of materials to facilitate the creation of technical and strategic guidance to keep
missions and team members coordinated on various digital development best practices.
9. Supports monitoring, evaluation and learning for the Digital Finance team.
10. Further initiates contacts with USAID employees to develop news and learnings from the agencies work in mobile solutions. Identifies common trends across the Agency’s work
11. Provides coordination support on program activities, in particular programs related to research.
12. Other duties as required.
Required Qualification, Education and/or Experience:
1. Minimum of three to four (3-4) years of related experience in international development, non governmental organizations (NGOs) or the private sector
2. Exceptional writing skills and attention to detail
3. Comfort task-shifting, multi-tasking, and working with ambiguity
4. Bachelor's degree or substitute experience required
5. Ability to work well in teams
