The Project Buyer is part of the Purchasing and Procurement Team of the automotive or truck OEM. The Project Buyer’s responsibilities are in the areas of procurement of direct (production) materials and the related supplier development activities required for the successful launch and industrialization of a car or truck model(s). More specifically, the Project Buyer’s responsibilities lie in the areas of supplier evaluation, selection and nomination, negotiation of supplier commercial terms and conditions including pricing, supplier capital investments and specific/special tooling, supplier payment and delivery terms, supplier technical and quality deliverables and engineering change management affecting supplied parts, components or part assemblies.
Specific Responsibilities:
1. Provide support to the Commodity Purchasing area in supplier strategy, identification of bidder’s lists, evaluation of potential suppliers and recommending preferred suppliers to manufacture and supply direct materials that go into the assembly of a vehicle model.
2. The Project Buyer will evaluate suppliers’ competitiveness in terms of their product cost, piece price, tooling and investment, delivery terms and payment terms and make recommendations to the commodity purchasing organization on supplier selection.
3. Once a supplier is selected and nominated, the Project Buyer has full responsibility for all aspects of cost and delivery of the supplier’s part, component or assembly in conformance with the milestones and deliverables of the vehicle project.
4. The Project Buyer will work closely with the supplier to develop a project timeline for the part, component or assembly in question. The Project Buyer will thoroughly evaluate all aspects of supplier’s industrialization and deliverables to ensure that they are in accordance with the vehicle project milestones and deliverables.
5. The Project Buyer will create, maintain and manage all other necessary project management documents (timelines, open issues list, meeting cadence, meeting minutes, etc.), will organize and conduct regular project meetings and report the findings and recommendations to the supplier and the OEM purchasing organization.
6. The Project Buyer will work closely with the supplier to identify all areas of concerns, develop effective countermeasures and recommendations, monitor the implementation of the countermeasures and report as necessary to ensure that all project deliverables and milestones are met.
7. The Project Buyer will work closely with other functional areas of the OEM and the supplier, such as Commodity Purchasing, Engineering, Supplier Quality, Production and Logistics to ensure that all the product and project requirements are incorporated in the tracking and industrialization of the supplied part, component or assembly and that all such deliverables are met.
8. The Project Buyer will have principal responsibility for managing all Engineering Change Orders pertaining to the supplied part, component or assembly. This includes validating the commercial offers of the supplier in terms of cost, added margins, piece price, investments, specific tooling, any changes to delivery or payment terms, etc. The project buyer will conduct negotiations with the supplier to ensure that costs are justified and necessary and that the price escalations and additional tooling other investments are within the approved budget for the engineering change.
9. The Project Buyer will prepare all necessary documents and approval requests incorporating the supplier’s commercial offer for the engineering change, for presenting the documents to the appropriate management team at the vehicle OEM and getting the necessary approvals.
10. The Project Buyer will ensure that supplier has adequate capacity to meet the demands of the vehicle OEM in terms of annual capacities, weekly capacities and jobs per hour (JPH).
11. The Project Buyer will cooperate closely with the vehicle OEM’s audit departments (Quality, Engineering, Logistics, etc.) that ensure that supplier’s engineering, production, quality and delivery capabilities.
12. The Project Buyer will work closely with the Supplier to ensure the supplier’s readiness on all aspects of manufacturing and supplying the part, component or assembly. This includes the supplier’s human resources and hiring, equipment readiness, purchased materials, logistics, production processes, quality processes, etc.
Education and Experience:
1) Undergraduate degree, preferably in STEM or Supply Chain Management.
2) 4 to 6 years of experience as a commercial direct materials buyer or in automotive supplier development.
3) Strong project management capabilities as demonstrated by experience and track record.
4) Additional qualifications such as in six sigma will be preferred.
5) Manufacturing shop floor experience, industrial engineering, and discrete manufacturing process engineering will be an added benefit.
