Job description
Plan, coordinate, manage and implement multiple small and large scale projects within or across departments. This position has functions or duties that are either directly or indirectly responsible for City of Columbia City Utilities Department’s ongoing efforts for compliance with the NERC Standards.
Essential Job Functions
- Plan, coordinate and implement a variety of projects throughout a project lifecycle.
- Collaborate across departments, assess operations and assist with project specifics to manage cross-departmental teams and to ensure successful project implementation.
- Provide project oversight and documentation.
- Work with outside consultants to ensure adherence to project plans.
Ancillary Job Functions
- Work with city employees to identify operational procedures, system / application changes, or ordinance recommendations that will provide the basis of projects to be led for improved organization efficiency and effectiveness.
- Implement systematic and streamlined processes that will reduce manual effort in the city’s daily operation.
- Make recommendations on project team participants.
- Provide guidance and training to other departments on Project Management practices.
- Train departments on how to use project management software.
- Assist departments with preparing and evaluating RFP’s to include managing meetings and preparing specifications regarding city and legal issues.
- Perform other related duties as assigned.
Education and Experience - An equivalent combination of education, training and experience will be considered
- Bachelor’s Degree in project management, business administration or public administration or equivalent is required, with 5-10 years related experience.
- Certified Project Management Professional required.
Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
- Knowledge of Project Management methodology.
- Ability to communicate verbally and in writing with a variety of audiences.
- Ability to assess process and recommend best practices.
- Ability to lead projects and work with a variety of people.
- Knowledge of city policies and operations.
- Proficient with project management software.

- Must have clarity of vision at 20 feet or more and 20 inches or less.
- May be required to lift up to 5 pounds.
- Regular attendance is a necessary and essential function.

Starting Salary
Annual Salary Range: $58,178-$93,122. Midpoint: $75,650.
