Project Manager - FMAP Office of Behavioral Health Workforce

General Job Information:
1. Overview
This limited period, contracted position will create an integrated project plan, organize, execute, and monitor the Office of Behavioral Health Workforce projects within the Federal Medical Assistance Percentage (FMAP) initiatives, in coordination with the Employment and Workforce Program Manager. These workforce development initiatives seek to expand accessibility to training and credentialing for certain component of the behavioral health workforce while increasing competency of the workforce. Identified projects include both mental health and substance use disorder workforce.
2. Knowledge, Skills and Certifications

• Master’s degree in human resources, social services, business, or related field, or a minimum eight years relevant professional experience.
• Previous experience in training, workforce development, and project management. Minimum of 2 years.
• Strong organizational and interpersonal skills are required.
• Ability to organize and facilitate collaboration with internal and external stakeholders.
• Able to work effectively under time pressure and/or deadlines.
• Strong verbal and written communication skills.

3. Duties and Deliverables
In collaboration with the OBH Employment and Workforce Development Manager:

• Research national models and best practices for identified behavioral health certifications across population groups served by OBH.
• Identify competencies required for identified service group workforce.
• Create integrated project plan for identified behavioral health workforce expansion projects.
• Manage communication with team members and key stakeholders.
• Monitor project progress.
• Maintain project reporting.
• Develop necessary contracts with vendors for project deliverables.
• Identify LMS functions needed for OBH workforce development and coordinate those functions with broader LMS efforts with the Department of Health and Human Services (DHHS).
• Research and support the selection of OBH workforce measures to support data analyses necessary to track Maine’s behavioral health workforce development efforts.
• Work with DHHS Curriculum and Instructional Design Specialist as appropriate.
• Collaborate with DHHS Maine Care and the Division of Licensing & Certification (DLC) to ensure alignment of OBH curricula with licensing and Maine Care policy.
• Work with key internal and external stakeholders including coordination and facilitation of stakeholder meetings.

4. Schedule
Monday – Friday, 8 a.m. through 5 p.m.
Telework is an option, subject to an agreement and in-person availability for certain key meetings and events.
