Robatel Technologies (RT) was established in 2009, headquartered in Roanoke, VA, as the US subsidiary of Robatel SA. We are in charge of Robatel’s development of the American Nuclear market. We specialize in design and fabrication of hot cells, transportation and storage casks, glove boxes, metallic structures, waste processing systems, and neutron shielding.
RT is currently seeking a part-time Quality Assurance Manager to support existing and upcoming projects. This position would begin at the end of 2022 and be classified as an independent contractor working on an hourly basis. We are ideally in search of a long-term candidate who is available approximately 20-25 hours per month. The position may be remote, but the candidate must be able to travel as needed. Travel is not expected to exceed a frequency of once per quarter.
The QA Manager will encounter a company with a strong quality assurance culture, a long-standing 10 CFR Part 71 and NQA-1 quality assurance program in place, with an established supplier network maintained on our approved suppliers list. The company currently maintains a fleet of (4) Type B transportation casks, with ongoing projects. We have expectations to grow in the hot cell and transportation cask market. This growth would require expansion of our supplier network and additional licensing applications. The QA Manager is an essential component of the team and their early involvement is crucial for the successful realization of these potential projects.
I. Job Summary
Responsible for effectively establishing, implementing, and maintaining the Robatel Technologies Quality Assurance Program.
Support Robatel Technologies, LLC (RT) personnel in their on-going effort to deliver high quality products and services that exhibit technical excellence and achieve customer satisfaction.
Provide leadership for RT efforts to meet or exceed requirements of all applicable Regulations, Codes, and Industry Standards including NQA-1, 10 CFR 71, 10 CFR 50 Appendix B, 10 CFR 21, ASME Codes and EPRI Guidelines.
Act in advising capacity to CEO and staff in all matters relating to quality assurance including corporate policies and practices as well as the quality of assigned field work.
Provide leadership and support of RT management efforts to continually improve quality of products and services and gain increasing market share.
Provide leadership for the execution of a comprehensive system of audits and surveillances to provide a reliable assessment of quality programs both internal and external to RT.
II. Responsibilities and Duties
Maintain the Robatel QA program as necessary to meet all the applicable requirements.
Maintain RT Quality Procedures (QPs) as necessary to effectively implement the Robatel QA Program and provide adequate control over activities important to safety (i.e., inspecting, cleaning, purchasing, preparation for shipping, oversight of field activities, etc.)
Provide Quality Assurance training to all Robatel personnel including initial job training and training for revisions to QA Program, procedures and implementing documents.
Performance of an annual audit of the Robatel QA Program.
Performance of the external audits and source surveillances of all applicable Robatel suppliers.
Review and revise the Approved Supplier List (ASL) as needed.
Issue annual Audit Schedules for both Internal and Supplier audits.
Host Regulatory and Customer audits as required.
Establish and implement an effective Corrective Action Program to (1) Identify quality problems, (2) stop work and control further processing as necessary, (3) initiate, recommend and approve solutions, (4) verify implementation of solutions, (5) assure measures of control are applied until proper disposition of a nonconformance, deficiency, or unsatisfactory condition has occurred.
Perform review of QA Manual and Quality Procedures on an annual basis for any changes that might be needed.
Provides interface with licensing agencies and provides regulatory compliance oversight.
Formulate and manage the development and implementation of goals, objectives, policies, procedures and systems pertaining to RT QA/QC.
III. Minimum Qualifications
Bachelor’s Degree in an applied science or engineering field or an equivalent combination of education and working experience.
Minimum of 5 years’ experience in Nuclear Quality Assurance (NQA-1).
Special requirements include management and supervisory skills and experience or training in leadership, interpersonal communication, management responsibilities, motivation of personnel, problem analysis and decision making, and administrative policies and procedures.
Excellent attention to detail and observation skills
Demonstrated experience working with regulators, customers, and contractors.
Demonstrated exceptional written and oral communication skills.
Experience in auditing quality management systems.
Demonstrates a passion for corporate goals, objectives and management direction.
Must be able to work in a team environment.
Desire to own decisions and take responsibility for outcome.
Willingness to travel when required (generally, not more than once per quarter).
Willingness to continually embrace personal and professional development.
IV. Preferred Qualifications
Comprehensive experience with NQA-1, 10 CFR Part 50 Appendix B, 10 CFR Part 71, 10 CFR Part 21, and US NRC Regulatory Guide 7.10.
Be qualified as an NQA-1 Lead Auditor or have the ability to obtain this certification.
NDE and welding experience desired but certification is not required.
Working knowledge of ASME B&PV Code, Section III, Subsections ND and NF, and able to apply the requirements of this code to evaluate welding processes.
Working knowledge of ASNT-SNT-TC-1A, and able to apply the requirements of this code to evaluate qualifications of NDE personnel.
