Summary

Provides progressive housing stability case management and advocacy for participants in Rapid Rehousing (RRH) Program. This position has a social justice component that requires critical thinking through the lens of racism and intersections with poverty. Knowing the core principals of antiracism and grounding those principles in everyday work are required job skills and core values. Responsibilities

  • Assist referred participants to verify and document RRH program eligibility and complete program application materials
  • Utilize Fenn-Jorstad Self Sufficiency Matrix and other assessment tools as appropriate, to identify barriers to housing stability
  • Utilize principles of Motivational Interviewing, Housing First, Harm Reduction and Trauma Informed Care to assist participants with the development of a Housing Stability Action Plan, which address identified barriers to housing stability
  • Serve as a liaison between participant and YWCA Landlord Engagement Specialist, and assists clients in housing search, providing advocacy and coaching to facilitate positive and productive landlord/tenant relationships
  • Provide clients with trauma informed support case management and advocacy
  • Make referrals and linkages to community resources for housing, employment and other basic needs
  • Meet with client at least once monthly (in home and/or electronic communications)
  • Tracks progress towards identified Housing Stability Action Plan goals using Housing Stability Check-in Form and Monthly Budgeting Form
  • Maintains accurate and complete case files documenting services provided
  • Reassess participant eligibility at 90 day intervals to determine ongoing need for rental subsidy
  • Adjust Housing Stability Action Plan as needed to maintain stable housing
  • Exit participants from RRH program when they are determined to be stably housed and able to maintain stable housing without the RRH subsidy OR upon completion of 12 months of subsidized rental assistance; conduct exit interview which includes plan for maintaining stable housing without the RRH Subsidy; assist participants who are unable to maintain stable housing after 12 months in accessing other resources to maintain stable housing, including the possibility of additional RRH funds on a case-by-case basis
  • Provide clients with detailed information about data sharing and obtains informed consent for the sharing of data, making alternate arrangements for those that opt out of data sharing
  • Cooperate with evaluators on the collection and analysis of data
  • Efficiently and effectively collaborates with YWCA and Snohomish County Coordinated Entry partners as well as professionals in the community in order to ease transitions and overcome barriers to accessing needed services and supports
  • Maintain Flex Funding and tracks spending to ensure funds are not over spent and are administered per grant requirements
  • Attend staff meetings, partnership meetings and trainings as directed
  • Actively engage in agency-wide Race & Social Justice Initiative (RSJI), and strives for racially equitable outcomes; takes responsibility for creating and maintaining a safe and welcoming community by making room for people of color, trans and gender non-conforming folks, and other populations who routinely encounter systematic oppressions
  • Adhere to all Volunteer Services protocol relative to volunteer usage, recognition and monitoring



Qualifications & Core Competencies:


Bachelor's Degree with two years of direct social service experience working with low-income and/or families experiencing homelessness. Chemical dependency and/or mental health background preferred


Or


AA Degree with three years of direct social service experience, including one year of experience in working with low-income and/or families experiencing homelessness

Or Five years of experience working in the social service field with low-income and/or families experiencing homelessness with demonstrated knowledge of domestic violence, trauma informed care, mental health issues, and chemical dependency as well as landlord/tenant issues or any combination of education and experience that adequately demonstrates an ability to perform this job effectively AND:

  • Demonstrated commitment to anti-racist principles and working within an anti-racist framework to ensure racially equitable outcomes and advance the YWCA Mission
  • Knowledge of affordable public and private housing resources in Snohomish County
  • Good oral and written communication skills and organizational and record keeping skills
  • Ability and willingness to work independently and as part of a team and to make sound judgments without on-site supervision
  • Understanding of Chronic Homelessness, Harm Reduction, Trauma Informed Care, and Housing First practices
  • Ability to travel independently between multiple worksites in a day
  • Demonstrated experience using Motivational Interviewing techniques
  • Paid and/or volunteer work experience with emergency shelters, transitional housing programs, and/or other residential programs;
  • Knowledge of and demonstrated experience as a service provider with any of the following: crisis intervention, victims of domestic violence, child abuse, substance abuse, mental health, welfare rights, case management, sexual assault, employment services, child development, and positive parenting skills
  • Knowledge of services available in Snohomish County for low-income adults and families
  • Strong organizational skills and keen attention to detail
  • Excellent written and oral communication skills
  • Demonstrated ability to meet multiple deadlines
  • Experience working with communities of color and people from different cultures than your own
  • Demonstrated understanding of the intersection of racism and poverty
  • Ability to work independently as well as part of a team
  • Ability to maintain confidentiality
