REGIONAL CHILD CARE ADMINISTRATOR
BLOCKER NORFOLK FAMILY YMCA

POSITION SUMMARY:

The Regional Child Care Administrator will be responsible for providing leadership and support to all business and administrative functions required to successfully operate out of school time programs. Day to day operations include participant registration and enrollment, billing and collections, record keeping, file audits and customer service. This position is required to perform the duties, as outlined below, and within the guidelines established by the YMCA of South Hampton Roads’ Corporate Office. Region includes: Blocker Family YMCA, Effingham Street YMCA, YMCA of Portsmouth, and Y on Granby


ESSENTIAL FUNCTIONS:

  • Provide strong leadership and support for attaining the YMCA of South Hampton Roads’ goals and objectives.
  • Provide strong fiscal management in all areas of responsibility.
  • Become proficient with all YMCA proprietary software related to licensed child care programs.
  • Responsible for all administrative processes related to out of school time and preschool programs to include program registrations, accounts receivable, participant record keeping, program/site audits and third party billing.
  • Responsible for monitoring and collecting child care fees, as due, to include communicating with parents, staff and Department of Social Services (DSS) caseworkers, as necessary.
  • Responsible for monitoring the DSS web portal to ensure that attendance is recorded for all DSS subsidized children.
  • Responsible for maintaining clear and consistent communications with the Executive Directors, Youth Directors, the ROC and Site Directors with regard to child care administrative and financial issues.
  • Maintain an organized and professional office space and appearance.
  • Communicate the YMCA mission and objectives to the community.
  • Use of sound judgment and strict confidentiality of all employee or member information obtained or discovered through YMCA files or software.
  • Promote the character values of caring, honesty, respect, responsibility and faith in all areas of responsibility.
  • Assist and foster a strong annual support campaign.
  • Responsible for understanding and complying with mandatory DSS and licensed child care regulations.
  • Responsible for monitoring internal controls within programs to ensure guidelines and procedures are followed for all participants.
  • Responsible for ensuring receipt of required forms and maintaining organized files for all children in licensed child care programs.
  • Supports the Region Youth Directors to ensure operations are consistent and comply with association finance administration procedures.

  • Prepares and submits timely financial/administrative reports related to child care programs as specified by the Executive Director and Youth Directors.
  • When applicable, prepares and submits required reports and documentation to ensure receipt of government funding and grants in accordance with specific requirements.
  • When applicable, performs monthly reconciliations for grants and government funding as required for child care programs
  • Ensures safety, cleanliness and proper functioning of office-related equipment through regular inspections and appropriate actions.
  • Assist in all areas as assigned and completes all projects and assignments as assigned by the supervisor.

QUALIFICATIONS:

  • Strong knowledge of and experience with Microsoft Office Excel a must.
  • Excellent oral and written communication skills to effectively communicate with parents/members, co-workers and volunteers in a positive and professional manner.
  • Excellent organization skills with ability to keep on task and meet deadlines.
  • Ability to multitask, while maintaining attention to detail and accuracy.
  • Minimum of two years accounting and/or bookkeeping experience, preferred.
  • Previous experience in collection of accounts receivable.
  • Previous experience with the Department of Social Service (DSS) subsidized licensed child care. (Preferred but not required)
  • Ability to build positive relationships with the DSS caseworkers and staff.

ENVIRONMENTAL FACTORS, PHYSICAL REQUIREMENTS:
  • Walk, run, stand, climb, kneel, sit on the floor and get back up and stoop.
  • Continuous operations requiring attention to detail and multi-tasking.
  • Lift and pull up to 50 pounds.
  • Stand or sit for long periods of time.
  • Physically able to successfully complete required certifications.


ACCOUNTABILITY:

Accountable for completion of assigned goals as measured by the number of people served, service satisfaction scores, safety reviews, and supervisor evaluation of assigned duties.

  • Operation of child care program financial systems and financial management of child care programs occur in an accurate, timely, and complete manner.
  • Association financial policies and procedures are adhered to in a family center environment of strong internal controls.
  • Sound administration of all responsible areas evident in a purposeful, well-coordinated business office environment.

Continuation of employment is contingent upon receipt of satisfactory results to meet minimum requirements of the position. These requirements may include background check, drug test, drivers license record, CPS, and/or criminal background check.

Additional drivers license check, CPS, criminal background check, alcohol, and/or drug testing may be required to be processed in the future in order to meet and/or maintain the requirements of this position.
