Position Title: Nurse Supervisor

Organization: Lewis and Clark County, Public Health

Pay Rate: $32.99 per hour to $38.81 per hour

Position Type/Status: Permanent, Full-time, Exempt

The position directly supervises four (4) Public Health Nurses and two (2) temporary positions. This position is a Monday thru Friday, day shift. Under the direction of the Disease Control and Prevention Division Administrator, this position provides and directs immunization and communicable disease investigation, reporting and education and prevention services.

Duties

  • Conducts, directs, and monitors communicable disease surveillance, and investigations;
  • Conducts and directs activities related to on-site and off-site immunization clinics;
  • Administers immunizations; reviews and conducts immunization record assessments;
  • Provides supervision to professional nursing staff and paraprofessional employees;
  • Evaluates the communicable disease surveillance process;
  • Prepares reports and responds to grant reporting requirements;
  • Plan, develop, manage, implement,and evaluate public health programs and activities within public health assigned specialty;
  • Presents educational information for individuals, families, and community groups;
  • Represents the immunization and communicable disease programs’ operations and functions to the public, community organizations and other agencies;
  • Conducts and directs rural school nursing services and patient education and health screenings;
  • Collaborates in the development and revision of the multi-county epidemiology response plan;
  • Conducts and directs training for licensed day care operators on communicable disease control, reporting, and prevention;
  • Coordinates dental screening program;
  • Maintains records and oversees process of maintaining records;
  • Collaborates with outside agencies in the provision of public health services;
  • Current clinical knowledge of infectious disease management such as treatment requirements and risk factors;
  • Provide direct patient treatment;
  • Acts as a resource and provides consultation and health information to individuals, families, health care providers, community agencies, schools, and other agencies regarding communicable disease;
  • Enforces communicable disease codes in accordance with Health Authority guidelines and in consultation with the Health Officer;
  • Develops and updates policies and procedures related to communicable disease services in conjunction with management;
  • Maintains current standing-orders and protocols;
  • Performs duties and responsibilities in a culturally sensitive and appropriate manner;
  • Other duties as assigned.

Other Functions

  • Assists staff in the development of annual performance goals;
  • Writes and maintains written protocols for receiving, reviewing, and responding to emergency communicable disease reports in collaboration with the Public Health Emergency Preparedness Team;
  • Provides communicable disease education and outreach activities for local primary care providers;
  • Responds to public inquiries;
  • Occasional travel is required; travel is primarily local during the business day, but some out-of-area and overnight travel may be expected;
  • Tracks, manages, and reports immunization service deliverables under the Public Health Emergency Preparedness contract with the State Department of Public Health and Human Services;
  • This position may be assigned additional duties or tasks as part of a response to a public health emergency.

  • Ability to direct staff on day-to-day operations;
  • Perform registered nursing skills including but not limited to medication administration, patient interviews, venipuncture, and injections;
  • Use common office machines;
  • Maintain medical records according to prescribed clinic standards;
  • Collect, analyze, and report communicable disease data according to prescribed standards;
  • Communicate effectively orally and in writing;
  • Provide patient care according to prescribed standards;
  • Operate computer systems and related software, including electronic medical records, word processing and spreadsheet programs;
  • Ability to develop connections or work with diverse populations;
  • Establish effective working relationships with fellow employees, supervisors, clients and family members, vendors, community agencies, and other government agencies.

Physical Demands

Duties are performed in an office environment where hazards and discomforts are controlled and modifiable. This position requires the ability to stand, bend at the waist, kneel, reach over the head, talk, hear, and see. Must be able to move or lift documents and materials weighing up to 20 pounds. Position requires knowledge and use of typical office equipment including telephone, copiers, fax machines, Virtual Private Network (VPN), and personal computer. Position requires frequent contact with patients, fellow employees, service agencies and citizens. This position may be assigned additional duties or tasks as part of a response to a public health emergency.

Qualifications

The above knowledge, skills, and abilities are typically acquired through graduation from an accredited college or university with a four (4) year nursing degree, current unrestricted Montana registered Nurse license, current CPR certification, 3 years' experience as a Registered Nurse, and one (1) year of supervisory experience. One (1) year of Public Health nursing experience in communicable disease investigation and control is preferred.
