Plains has an immediate opening for a Regulatory Affairs Specialist in our Regulatory Compliance group based in the Houston corporate office. While reporting to the Regulatory Affairs Supervisor and supporting the Regulatory team, the successful candidate will support the Regulation Management Program and lead the monitoring process throughout our North American assets. Our ideal candidate will understand regulatory frameworks throughout various jurisdictions (federal, state/provincial, and local) and possess a background in the oil and gas industry. Our ideal candidate will also have knowledge and relevant experience in regulatory analysis, communication, training, and/or project management.
This is a hybrid position, combining work at the Houston office with working from home.

Responsibilities:
  • Monitor regulatory requirements (federal, state/provincial, and local) from regulators and standards bodies that are applicable for Plains.
  • Conduct analysis of policy changes as part of the Regulation Management Program (RMP).
  • Communicate policy requirement analysis to relevant Subject Matter Experts who then complete impact assessments on the Company.
  • Participate in trade associations to monitor and influence policy changes through formal commenting processes.
  • Assist in the configuration and implementation of the Canadian Regulatory Information Management System (RIMS) for US regulatory requirements.
  • Track the completion of work in RIMS and develop statistic for internal reporting via Power BI.
  • Support users of RIMS.
  • Communicate to stakeholders about process changes, statistics, and policy requirement changes.
  • Assist with the enhancement process with the Information Systems team to solution upgrades and bugs within RIMS.
  • Develop and maintain governance documents.
  • Develop and implement a legislative compliance process.
  • Maintain a growing network of industry and agency contacts.
  • Develop and foster working relations with all internal stakeholders and field staff.
  • Support divisional teams and regulatory compliance efforts as needed.
Qualifications:
  • Bachelor’s degree in business, engineering, sciences, or related discipline.
  • 5 years’ experience in a regulatory capacity; recent completion of master’s degree in relevant field will be considered.
  • Working understanding of the U.S. legislative and regulatory processes and industry specific agencies (PHMSA, OSHA, EPA, and DOI); knowledge of regulatory bodies in Canada considered an asset.
  • Basic knowledge of petroleum storage and transportation facilities.
  • Highly developed verbal and written communication skills.
  • Excellent computer skills, including Microsoft Office applications (Word, Excel, Outlook, PowerPoint, Teams, Power BI, Dynamics 365) and industry applications.
  • Self-starter who can quickly grasp engineering design, operational, and integrity concepts and communicate them to internal and external stakeholders.
  • Solid judgment when dealing with sensitive issues.
  • Willingness to travel to field locations and trade association meetings.
  • Legally authorized to work in the United States.
  • Cleared criminal history (background check) and satisfactory reference checks.
  • Compliance with the company’s Drug & Alcohol Policy including pre-employment D&A testing.
  • Valid state driver's license and driving record satisfactory to the company and its insurers.
