Request for Proposal Coordinator III
Open to residents of Oregon, Washington, Idaho and Utah
Primary Job Purpose
This position combines senior level technical writing copy-writing, message development and conceptualization with intensive project management for highly visible key business opportunities. Functions as the “Project t Manager” for all Requests For Proposals (RFP) coordination, reporting, management, and submission of completed proposals for the Marketing teams, Cambia’s affiliated plans, the Consortium, the BlueCross BlueShield Association and other affiliated entities; interacts with all levels of management and all divisions and departments to enhance the market’s knowledge of Cambia's products and programs and supports the overall sales and growth goals of the corporation. Navigates through Cambia business and operational entities with professionalism. Is accountable for and promotes strict deadlines.
General Functions and Outcomes

Provides technical writing and copy-writing support to Sales and the Bid Response team to ensure all deliverables are consistent with project goals and consistent with Cambia’s corporate brand strategy.

Collaborates with all internal departments to create enticing and innovative messages, consistent with business goals.

Works with department heads, Marketing managers and other internal stake holders to accurately identify the best solution for clients and translates these into compelling creative and technical concepts.

Presents creative concepts and writing that accurately address sales objectives.

Follows and establishes processes, including adherence to legal, regulatory and corporate editorial standards.

The incumbent is accountable for project management, systems analysis, research and design of RFPs and survey requirements and recommendations. This includes coordinating the process, preparation, and development of RFPs and surveys.

The incumbent is responsible for decision making regarding appropriateness of material submitted in response to RFP or survey questionnaires, and has the authority to request changes, modify material or pursue responses from corporate senior management personnel or senior management personnel of affiliated plans, as necessary. The incumbent will also manage the assignment, distribution, tracking, and inquiries pertaining to RFPs and surveys.

The incumbent is responsible for RFP and survey development, presentation, and material support and will use various technologies as tools during coordination and implementation. This includes the translation of data from outside sources that has been submitted on software or systems products not in general use within the corporation.

The incumbent is responsible for establishing inter-company communications in order to accomplish assigned tasks. This includes playing a significant role in the counseling of marketing staff regarding appropriate products, provider panels and other information for inclusion in RFPs and surveys. This affects the corporation’s ability to respond appropriately to RFPs and surveys and meet sales and growth goals.

The incumbent will solve operational, technology and technical problems within the team environment, as they relate to RFPs, surveys or other sales material.

Maintains an in-depth knowledge of Cambia’s products, services, strategies and operations, then applies that knowledge in developing communications deliverables.

Edits/proofs materials coming out of Sales and Bid Response, reviewing for content accuracy, brand integrity and appropriateness of style and usage.

Applies knowledge of customer and business issues in developing and delivering projects

The incumbent has the authority to direct the activities of BRU and Sales team members as appropriate for the timely completion of assigned tasks.

The incumbent coordinates activities with all levels of staff through professional communication skills.

The incumbent identifies problems, develops findings, and implements a chosen course of action.

The incumbent organizes, forecasts, plans and sets priorities for work within rigorous time frames.

The incumbent reviews material and data, writes pertinent narrative communications, prepares narrative and graphic material and proofreads both their own work and the work of others.

The incumbent will establish with the Marketing Teams and Contract Administration area the development and design of cover pages for the Groups’ contracts and benefit booklets.
Minimum Requirements
-
Bachelors degree in Business, Communications or Marketing and/or related field, 5 years experience in years project management, writing, technical writing or equivalent combination of education and experience.

Ability to develop strong working relationships with multiple departments and groups (including, but not limited to: Member Services, Print Shop, Plan Sales, Health Care Services) to achieve the strongest possible brand impact on customers.

Excellent relationship and matrix management skills and the ability to motivate and inspire senior leadership, co-workers and peers

Strong knowledge base in Marketing concepts and strategies. Ability to operate under pressure and meet deadlines.

Ability to write in a clear and concise manner and to be able to convey information appropriately for a variety of audiences.

Strong consulting, negotiating and influencing skills.

Ability to work independently and handle many project simultaneously - must be able to meet aggressive deadlines.

Expertise in the area of project management, reporting, technical writing, questionnaires, interviewing, and surveying.

Knowledge of new industry developments, available products, Underwriting and Marketing guidelines.

Skills and abilities in proposal and manual design.

Skills and abilities in information and data analysis, including account processing, data collection, and verification. Intermediate Excel & MS Access a plus.

Ability to think critically and solve problems.
