GENERAL STATEMENT OF DUTIES
Responsibility of this job involves the collection of monies outstanding to the Guilford County Tax Department. The funds involved include real and personal ad valorem taxes, beer and wine licenses, returned checks, assessments of water, sewer, and road paving, and inspection fees.

DISTIGUISHING FEATURES OF THE CLASS

An employee in this class is granted the authority to proceed against outstanding accounts in compliance with the General Statutes of North Carolina. Agents are required to have workable knowledge of these statutes in order to collect by means of garnishment of wages, attachment of bank accounts, and/or levy against the property itself. Delinquent real and personal property taxes comprise a large majority of the accounts that must be collected. Agents must gather information about the delinquent accounts through the use of computer terminals and microfiche machines. Property ownership is confirmed and use of city and suburban directories and research of those who may know the whereabouts of the individuals pursue individuals responsible for payment. Direct contact with these individuals may be via telephone or in person, but in a firm courteous manner.

DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks

• Deal with the public as a means of collecting on delinquent accounts.
• Exercise judgements to ensure collection of delinquent revenue using a computer terminal or other source.
• Ensure that all businesses in Guilford County have obtained appropriate beverage licenses and the documents are properly displayed on premises.
• Make assessments and inspections and appropriate the proper fees for those entities that do not comply.
• Maintain complete and accurate records of all delinquent accounts (including those involving garnishment, attachment, or levy).
• Occasionally assist in the processing of money and maintenance of accounting records.

• Ability to apply laws and to interpret tax statutes in regards to specific situations.
• An ability to deal tactfully, yet firmly with the public.
• Must be able to detect an unusual behavior by tax payer.
• Working knowledge of computers and other office equipment technology in relation to job duties.
• Considerable knowledge of the geographical layout of Guilford County.

Minimum Qualifications
High school graduation and two years of experience as a revenue collector and the ability to deal firmly and professionally with the public under varying circumstances and conditions.

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
