General Summary
The Risk and Compliance Analyst, under general supervision and in compliance with all federal and state regulations and established USSFCU policies and procedures, is responsible for investigate, research, analyze and evaluate complex account transactions and relationships for suspicious or unusual activity to mitigate regulatory, reputational and compliance risk. This position requires attention to detail, as well as excellent analytical skills to identify suspicious and/or fraudulent activity.
Major Duties & Responsibilities
- Reviews and investigates potential occurrences of suspicious activity and/or fraudulent activity via several avenues including automated monitoring alerts in the USSFCU’s transaction monitoring system, suspicious activity referrals received internally, regulatory inquiries or subpoenas received, or as a result of 314(a) inquiries.
- Reports occurrences of suspicious activity investigated to FinCEN in accordance with regulatory requirements and industry standard best practices. Provides thorough analysis of investigation results in the SAR, indicating the 5 W’s of the activity and method of operation.
- Performs 90-day SAR follow-up reviews; makes a recommendation as to whether or not a continuing activity SAR should be filed.
- Performs quality assurance on Currency Transaction Reporting (CTR) before filing for completeness and accuracy.
- Completes all tasks necessary to facilitate the required 314(a) searches on a bi-weekly basis, including retrieval of the files from SISS, loading of the files accordingly into the appropriate internal systems, and reviewing, dispositioning, or escalating, as necessary, any potential results.
- Reviews and assess potential sanctions hit for members and in transactions, utilizing internal procedures and industry standard best practices for disposition of false positives and escalation of potential matches. Maintains the OFAC sanctioned country list, ensure it is up to date, and evaluate affected accounts when the list is modified.
- Performs Enhanced Due Diligence (EDD) investigations to meet regulatory requirements. Periodically evaluate the database to identify changes which may be required to risk classification or due diligence requirements.
- Assists in transaction testing, data validation, and ongoing customization of USSFCU’s automated Screening and Monitoring systems.
- Support the development and implementation of policies and procedures, including conducting training, as needed.
- Complies with all applicable Rules, Regulations, and Statutes of the NCUA and other appropriate governing bodies to include but not limited to: the Credit Union Bylaws, Credit Union Code of Conduct, Credit Union Employee Guidebook, Bank Secrecy/Anti-Money Laundering Act, Fair Housing Act, Fair Lending Act, and Fair Credit Reporting.

Required Experience:

Education: *Bachelor’s Degree or combination of education and equivalent experience. CAMS, CFE or relative Certification preferable.
Experience: 3+ years relevant experience. Candidates will be evaluated and leveled based on previous experience. Good prioritization and time management skills to deliver on multiple tasks. Strong attention to detail and follow-up skills. Technical proficiency in MS Office Suite programs, such as Word and Excel.
Communication: Excellent oral and written communication skills required. Customer focused with excellent interpersonal skills and ability to work well in a team environment collaborating across diverse teams.
