General Summary:

Under the general direction of the Director of Operations Safety, evaluates facility operations and oversees the safety to ensure safe operating conditions for employees, contractors, and the public; communicates and promotes safety training and programs; develops reports and recommends changes to policies and procedures. Develops protocols and oversees transit safety, industrial safety, and environmental aspects of the agency's activities for Dallas Area Rapid Transit (DART).

Essential Duties and Responsibilities:

  • Evaluates reports of injuries, property damage, occupational diseases, or public liability to determine causative factors. Communicates findings and recommendations for improvement to employees and management. Formulates and implements corrective action plans as directed.

  • Inspects, evaluates, and audit facilities and tools/equipment for compliance with federal, state, local, and agency safety policies and procedures.

  • Evaluates facility operations, including new, modified, and existing work practices to ensure safe working conditions for employees and the public. Performs inspections and monthly audits to determine facility compliance with DART's Safe Work Practices and Policies. Communicates results and recommendations to management.

  • Prepares and coordinates written reports and procedure drafts as required. Develops and maintains documents and records management systems, including Microsoft databases and spreadsheets. Maintains intranet and Hazard ID Workflow.

  • Develops and conducts safety training and quality assurance programs for assigned facilities.

  • Performs accident investigations and coordinate report findings with agency supervisors/managers.

  • Develops intervention strategies to resolve identified unsafe acts and conditions observed in the workplace. Assists in developing policies/procedures in support of the Authority's System Safety Program Plan/Agency Safety Plan.

  • Review changes in work methods and processes to ascertain the effect on established safety practices.

  • Establishes measurements to evaluate the effectiveness of facility safety and health programs. Prepares and analyzes safety data and statistical reports concerning accidents, trends, and solutions. Determines the need for technical surveys and appraisals to identify conditions that may affect the health and safety of employees and the public. Develops and oversees contracts with consultants for services provided to the agency.

  • Monitors Federal and state occupational health and safety regulations and recommends programs to ensure agency compliance. Makes recommendations for and assists in developing and implementing new safety policies and procedures.

  • Performs other duties as assigned.

Minimum Knowledge, Skills and Abilities Required:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums, excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor's degree from an accredited college or university in industrial, occupational, transit, safety, or related field.

  • Six (6) years of work experience developing and implementing safety programs, including two (2) years of directly related experience with government/transit operations and three (3) years prior supervisory or project management experience.

  • Candidate must possess working knowledge of OSHA compliance and DOT programs to ensure compliance with all applicable federal, state, and/or local DOT, Health and Safety legislation.

  • Complete and successfully obtain a Transit Safety and Security Program (TSSP) Certification-Bus and Rail as required by the Federal Transit Administration (49CFR673) within three (3) years as a condition of continued employment.

  • Thorough knowledge of maintenance, bus and/or light rail operating practices, and operating environment.

  • Ability to work irregular hours and on short notice.

  • Proficient in using PC software applications including but not limited to Excel, Word, and PowerPoint.

  • Ability to routinely utilize excel in developing and presenting charts, graphs, and tables.Analytical ability to find solutions to complex professional technical and administrative problems.

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, while visiting DART's operating facilities, assuming the incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing.
