There is one (1) vacancy in the Regional Composting Authority Unit.
This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

Probationary Period: 12 months
Under general supervision, leads and participates in the work of crews engaged in the operation and maintenance of the Inland Empire Regional Composting Authority facilities and equipment; oversees regulatory compliance; performs maintenance planning; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Senior Compost Operations and Maintenance Technician is the advanced skill level and working lead class in the composting facility. Incumbents are responsible for a variety of resource planning activities and regulatory compliance duties required to operate the facility 365 days per year. In addition to performing the full range of journey-level skilled duties, incumbents serve as the working lead person of operations and maintenance personnel, coordinating and overseeing the work and providing training and guidance to employees engaged in the production of compost and the maintenance of facilities, equipment and machinery used in the process. Incumbents work with limited supervision and exercise independent judgment to ensure crews complete assigned tasks and responsibilities in accordance with established policies and procedures.
Employees in this class typically report to a Compost Facility Supervisor and provide lead work direction and guidance to Compost Workers, Compost Operators, and Mechanics.
Senior Compost Operations and Maintenance Technician is distinguished from the Compost Facility Supervisor in that incumbents in the latter class are full supervisors with a broader scope of administrative duties.
EXAMPLES OF ESSENTIAL FUNCTIONS:

Leads, provides work guidance and direction and participates in the work of unit/crew members; participates in scheduling, assigning and monitoring work of other employees for completeness, accuracy and conformance with Agency/departmental standards; provides information, instruction and training on work processes, proper uses of equipment and safe work practices; provides input to supervisor on employee work performance and behaviors; estimates personnel, equipment and material requirements for assigned jobs; may order work materials and supplies; assists in ensuring a fair and open work environment in accordance with the Agency’s commitment to teamwork, mutual trust and respect.
Provides oversight and work direction to a shift of operators and maintenance workers; oversees and inspects the housekeeping tasks for the facilities and validates that the facility is in compliance with South Coast Air Quality Management District (SCAQMD), Environmental Protection Agency (EPA) and other regulations; assigns work orders and responds to work notifications; oversees completion of daily logs and reports and identifies and corrects or resolves issues.
In collaboration with Compost Facility Supervisors, oversees maintenance and repair projects of composting facilities, systems and related equipment; reviews plans and lays out jobs; monitors work of contractors and employees to ensure timely completion of maintenance and repair projects and work orders in accordance with department work and safety standards; performs inspections of work in progress and at completion.
Prepares and maintains detailed documentation and work records, including data on facilities, detail of failures, descriptions of work performed, as-built sketches, blueprints and drawings; maintains maintenance records and requests including work order tracking and lockout/tagout records; requisitions necessary tools, equipment and supplies; schedules and coordinates activities with other sections and departments.
Enforces adherence with safety procedures and safe work practices; oversees and ensures crews carry out assigned duties and responsibilities with careful attention to Authority, Agency and all other applicable safety regulations; ensures all crew members and contractors have completed mandated safety training required for assigned work.
Controls air quality within the facility and monitors biofilter exhaust for compliance to regulations; maintains certain airflows throughout the day; controls fan settings and usage; oversees handling of hazardous materials; performs tank inspections and fire prevention activities.
As assigned, monitors and changes the ratios and feed rates of hoppers and manages amendments; monitors temperatures of compost piles and directs operators to move piles to next stage in the process; manages storage and load out of completed compost.
As assigned, leads the department’s preventive, predictive, corrective and improvement maintenance program; performs vibration analyses and routine lubricant and oil analysis for machine condition monitoring and to ensure equipment and machinery performance and longevity; uses ultrasonic detection tools to determine leaks; provides input on asset replacement schedules; makes maintenance program and replacement recommendations to supervisors and management.
Orders required parts, materials and supplies; performs warehousing activities.
May be required to operate a truck scale.
Acts in the absence of a Compost Facility Supervisor, as assigned.
QUALIFICATION GUIDELINES:
EDUCATION, TRAINING AND EXPERIENCE:
Graduation from high school or GED equivalent, and at least three years of progressively responsible experience in journey-level operations or maintenance at a composting facility or with construction- related tools and equipment including a front loader; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance program.
Weigh Master Certificate is required within six months of appointment and must be maintained during the course of employment.

Practices, documents and terminology used in condition-based maintenance, predictive maintenance and the performance of all preventative and predictive maintenance on the equipment and systems used in a composting facility.
Various types and classifications of compost and the permitted uses.
Supervisory Control and Data Acquisition (SCADA) systems as they apply to composting operations.
Appropriate business ordinances, codes, procedures and practices regarding area of assignment.
Federal and state regulations regarding the production, storage and transportation of composted organic and biosolid materials including EPA 503 and SCAQMD air quality and emission standards.

ABILITY TO:
Organize, assign and inspect the work of operations and maintenance personnel engaged in compost production.
Safely work in a challenging environment with ammonia vapors, odors from compost process, hot and humid conditions, indoor fog, artificial lighting and a high number of stationary obstacles.
Perform skilled tasks in the operation of light, medium and heavy-duty motorized power equipment.
Operate tools and equipment common to the repair and maintenance of assigned equipment.
Read and interpret drawings, specifications and manuals.

Retirement
California Public Employees' Retirement System (CalPERS):
An employee who becomes a "new" member of CalPERS for the first time on or after January 1, 2013 (and who was not a member of another California public retirement system prior to that date) will be enrolled in the CalPERS 2.0% @ 62 benefit formula with three-year final compensation in accordance with Public Employees' Pension Reform Act of 2013 (PEPRA). New members will be required to pay at least 50% of the normal cost [Govt. Code Section. 7522.30(c)].
An employee who is a " classic" member of CalPERS, or a current member of another California public retirement system, who is hired on or after January 1, 2012, will be enrolled in the CalPERS 2.0% @ 55 benefit formula with three-year final compensation. As of July 1, 2016, such employee shall contribute the full 7% toward the employee contribution.
Social Security: The Agency also participates in Social Security. The Agency pays 7.65% and the employee pays 7.65% [6.2% FICA + 1.45% Medicare = 7.65%].

The Agency shall make a maximum monthly contribution towards the cost of his/her health insurance as follows, minus the minimum PEMHCA contribution:

In addition, a basic $10,000 Life and AD&D policy is offered at the employees' expense and enrollment is mandatory. The members of the Operators', Supervisors', Laboratory, Professional or General Units are provided an Agency-paid $50,000 Life and AD&D policy.
