Duties

This position is located in the Office of the General Counsel, Employment Law Division, Office of the Chief of Police, United States Capitol Police (USCP). The incumbent serves as a legal expert on all matters concerning employment and labor laws. The incumbent provides legal advice and review on a range of matters and ensures the adequacy of legal advice and services provided. The incumbent also responds to inquiries for legal research and analysis. The incumbent also represents the USCP in complex employment and labor law matters before administrative bodies, United States District Courts, and United States Courts of Appeals.

Serves as principal attorney in charge of extremely complex and difficult employment related legal problems that substantially broaden or could possibly restrict the activities of the USCP. Represents the Department in external legal, legislative, and regulatory proceedings, and reports as to relevancy and impact on Department's legal position. Manages all employment and labor law cases for the Department, including conducting litigation in federal courts, determining whether to recommend settlement, and directing the defense. Defends the USCP in arbitration, negotiability, and unfair labor practice proceedings. Represents the Department in OSHA and ADA matters before the Office of Congressional Workplace Rights. Represents the USCP in settlement and negotiation discussions at the administrative level. Assists the General Counsel, Deputy General Counsel, General Law Division and Deputy General Counsel, Employment Law Division in other matters of legal consequence to the Department. Directs and manages the mediation of complaints and other grievable conditions in situations with Department-wide impact. Conducts strategic planning, coordinates inter-agency alliances, and ensures compliance with federal regulations and other requirements.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

Qualifying experience for the CP-13/GS-15 includes eight (8) years of specialized experience following law school graduation relevant to the duties of this position. Specialized experience for this position is defined as experience: (a) performing professional work as a licensed attorney in a General Counsel's office of a federal or other government agency or a private sector organization with an annual operating budget of at least 25 million dollars, or in a law firm; (b) representing clients as a licensed attorney before federal or state administrative agencies and/or before federal courts; (c) Providing advice or counsel to clients as to employment or labor law-related issues; and (d) drafting briefs for matters before federal courts or federal or state administrative agencies, position statements setting forth a client's position to federal or state administrative agencies, and internal memorandum to clients providing guidance as to a specific legal issues.

Education

Applicants must possess a professional law degree (J.D., LL.B., or LL.M.) from a law school accredited by the American Bar Association, and be an active Bar association member in good standing in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Background Investigation - Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
