It is an exciting time in the Office of the Sacramento City Clerk! We are expanding many of our existing programs in order to provide enhanced services to our customers. As a result, we are seeking a talented and highly collaborative professional to join our team. A conscientious attitude toward quality customer service and teamwork is a must. It is highly desirable that candidates have the ability to communicate effectively in both written and verbal communications, the ability to manage time and changing priorities, the ability to maintain a high level of organization, and inquisitive nature.

Candidates with experience in technical work related to projects and administrative assignments in the City Clerk’s Office, electronic document management systems, online data portals, retention and disposition of records, public records act requests, financial processing, and online financial management systems, office administration and support, working with local and non-profit groups, invoicing, purchasing, human resources, and processing legal documents and other required filings are highly desired!


Under general supervision, the Senior Deputy City Clerk performs technical work related to special projects and administrative assignments in the City Clerk's Office; coordinates Fair Political Practices Commission (FPPC) filings; responds to questions and refers individuals to appropriate agency, provides public records as requested; trains and assists incumbents, candidates, and the public in the use of on-line campaign filing system; notarizes documents.

DISTINGUISHING CHARACTERISTICS

This classification is populated with multiple incumbents who perform at the advanced journey level and are responsible for independently performing administrative duties related to special projects such as processing and coordinating special elections and/or providing training and assistance to committees and candidates regarding regulations and requirements. Senior Deputy City Clerk is distinguished from Deputy City Clerk in that the latter performs more routine administrative duties within a framework of standard policies and procedures.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by the Assistant City Clerk. Incumbents do not typically perform supervisory responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Coordinates and administers a variety of complex special projects and administrative assignments including, but not limited to, the processing and coordination of general and special elections; independently composes correspondence related to responsibilities assigned; assists in developing and writing office procedures manual.
  • Coordinates required Fair Political Practices Commission (FPPC) filings for elected officials, advisory committee members, and designated City employees.
  • Reviews, interprets, and appropriately implements government regulations and laws; prepares forms, correspondence, and maintains official City records and documents in accordance with government regulations and laws.
  • Responds to questions from the general public, candidates for public office, City departments, and other agencies regarding official City records and general information; refers individuals to the appropriate agency or department; searches, retrieves, and copies public records for City departments, other agencies, the news media, and the general public; Coordinates assigned activities with other City departments and outside agencies; notarizes documents for City officials, employees, and the general public.
  • Trains and assists committee treasurers, office incumbents, and candidates in the use of the SacCity On-Line Campaign Filing System; trains and assists the public in the use of the system to research election contributions and expenditures.
  • Provides exceptional customer service to those contacted in the course of work.
  • Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.

QUALIFICATIONS

Knowledge of:


  • California Election Law.
  • Fair Political Practices Commission regulations and Federal and State laws affecting duties of the City Clerk.
  • Organization, procedures, and operating details typically performed in a city clerk's office.
  • Principles and practices of municipal government.
  • Principles of excellent customer service.
  • Basic research methods.
  • Principles of report writing and business letter writing.
  • English usage, spelling, grammar, and punctuation.
  • Modern office methods, procedures, and equipment.
  • Computers and word processing applications.
  • Complex record management principles and procedures.
  • Basic arithmetic.
Skill in:
  • Use of computers and computer applications and software.

Ability to:
  • Perform complex special projects and administrative assignments with minimum supervision.
  • Work accurately and flexibly under pressure.
  • Communicate effectively, orally and in writing.
  • Work cooperatively and effectively with other departments, outside agencies, elected officials, and the general public.
  • Research, interpret, and apply policies, laws, and rules.
  • Understand and apply State and local election campaign finance laws.
  • Analyze situations carefully and adopt effective courses of action.
  • Compile and maintain complex and extensive records.
  • Independently compose informational materials, correspondence, and written reports.
  • Understand the organization and operation of the City and outside
    agencies as necessary to assume assigned responsibilities.
  • Effectively train and evaluate lower-level staff.
  • Type at a speed of not less than 50 net words per minute.

EXPERIENCE AND EDUCATION

Experience:

One year of experience comparable to Deputy City Clerk with the City of Sacramento

SPECIAL QUALIFICATIONS

Notary:

Possession of a Notary commission issued by the California Secretary of State is highly desireable.

Driver License:

Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.


PROBATIONARY PERIOD:

Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

2. Screening Committee: (Pass/Fail)– All applications received by the final filing deadline will be forwarded to the hiring department for review. (Weighted 100%) – Candidates must have taken and passed the online examination with a score of 70% or higher by 11:59 p.m. on November 24, 2022 for further consideration. The online examination will be job related and may include, but not limited to, the knowledge and abilities as outlined above. Eligibility: Candidates who pass the online examination will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires year from the date of notification of a passing score for the Senior Deputy City Clerk examination. Candidates can take the examination at any time to maintain eligibility.
  • If you are currently on an active eligible list for the Senior Deputy City Clerk classification, it is unnecessary to retake the examination.
  • The eligible list is effective one year from the date of passing the examination for the Senior Deputy City Clerk .
  • If you are hired from the eligible list you will no longer have active status on the eligible list per CSB Rule, 5.7(i). Applicants interested in maintaining their eligibility will need to take and pass the exam after their hire date.

Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass LiveScan/fingerprinting; and provide proof of receiving a complete COVID-19 vaccination. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
