Job Summary

The Senior Global Program Manager’s primary role is to support high-quality program execution across TechnoServe's portfolio of over 90 projects in Africa, Latin America and India. This role reports to the Chief Program Officer and works in collaboration with Regional teams, finance, grants and contracts, and human resources to design and implement analyses, processes, frameworks, resources and tools that support improved project operations. This role will also support Country and Regional teams to directly mobilize new projects, ensuring they are established in compliance with donor and local legal policies, and set up for success. This is a dynamic position that requires a combination of skills in project operations, people and knowledge management.

Primary Functions & Responsibilities:

Program Management (40%)

  • Collaborate with the Finance and Impact team to develop, test, and scale a comprehensive project management tool
  • Develop and facilitate use of common best practices, tools and knowledge sharing related to program operations, including the the project mobilization and close out toolkits, across countries, regions and practices
  • Lead initiatives and develop tools and templates to improve key project management responsibilities, such as donor reports, work plans, and budget management
  • Coordinate with Finance, Grants & Contracts to improve existing systems and processes
  • Lead the continuous improvement and development of key donor operations manuals
  • Develop other programmatic templates, guides and resources as needed
  • Develop onboarding program for Country Directors and other senior field staff
  • Coordinate and nurture a strong community of practice with Regional Program Managers
  • Organize and facilitate operations-focused meetings and trainings regarding knowledge sharing or the deployment of new tools and resources
  • Review our program operations and identify improvement areas

Direct Project Support (30%)

  • Lead mobilization of new projects
  • Act as interim project manager for key projects if/when needed
  • Support the recruitment and orientation of new project managers, directors and senior field staff on TechnoServe policies, procedures, structures and tools

Issue Resolution (30%)

Help to resolve specific operations issues as they arise, as needed. Likely to include mediating confusions or disagreements related to recruiting, budgets, compensation, staff mobilization, roles and responsibilities, and program quality.

Basic Qualifications:

  • Bachelor’s degree in international development, economics, business administration, or other relevant subject.
  • Minimum ten years of related professional experience required; or Master’s degree and seven years of experience.
  • Willingness and ability to periodically travel for extended periods of time (up to 1 month)
  • Proficiency in written and verbal English.
  • Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines.

Preferred Qualifications:

  • Experience directly managing or backstopping economic development projects in Latin America, Africa or India.
  • Well versed in project management tools and systems.
  • Outstanding written and visual communication skills including narrative reports and PowerPoint presentations.
  • Proficiency in Spanish, French or Portuguese

Knowledge, Skills and Abilities:

  • Strong interest in project operations, including finance, compliance, legal requirements and human resources.
  • Entrepreneurial mindset and passion for identifying gaps and proposing solutions for continuous improvement.
  • Strong interpersonal and cross-cultural skills.

Applicants must have US work authorization at the time of application. This position requires, at a minimum, working from our Arlington Headquarters the first and third Thursdays of each month.
