Position Description:
Network Runners is seeking a Senior Intelligence Liaison to support The United States Marshals Service (USMS) which has statutory responsibility for protection of the federal judiciary and the judiciary family.
Responsibilities:
The Senior Intelligence Liaison Officer (SILO)/ Security Specialist III will assist United States Marshals Service (USMS) management and other staff members in all office activities and operations as assigned. The individual will be assigned to the National Joint Terrorism Task Force (NJTTF) to provide support and serve as an intermediary to the Judicial Security Division (JSD) Office of Protective Intelligence (OPI) and to other USMS offices as appropriate. The individual will interact with representatives of other law enforcement and intelligence agencies, as well as the senior leadership of the NJTTF. The individual will review available intelligence information on a daily basis and identify intelligence that could potentially impact the USMS. They will then further query the source agency of this intelligence, analyze it as to the potential threat it poses to persons or property protected by the USMS, prepare reports, make recommendations to mitigate the potential threat, and pass this information to OPI. In addition, the individual will serve as a conduit for information or requests for information from the USMS, through OPI, to NJTTF components or agencies with the goal of mitigating threats.
The individual will be physically located at the NJTTF in the operational section. As such, they will have interaction in NJTTF investigations that impact the USMS and its protective responsibilities. Through the course of this investigative interaction, they may conduct some operational intelligence and investigative functions with other NJTTF counterparts with permission of the USMS. Due to the operational capacity of this function, the individual will be required to maintain status as a Special Deputy United States Marshal and carry a USMS issued firearm. The specific risk level for this position will be provided under the task order.
Personnel must be able to pass USMS facility and NJTTF facility clearance requirements, and as needed be able to obtain a Top Secret/TS/SCI clearance.

- Review information and intelligence and identify information that could impact USMS protected or facilities.
- Screen all source intelligence reporting, access and summarize evaluated and previously unevaluated information.
- Discriminate threat information from all source intelligence and turn it into actionable intelligence.
- Disseminate warning and threat information to appropriate USMS components.
- Conduct research and collection of information for dissemination to the USMS.
- Prepare and conduct briefings and presentations as required for various audiences.
- Conducts other research and liaison functions as directed.
- Provides subject matter expertise to support the complex intelligence and threat missions
- of the agency.
- Work in groups/teams on special projects to accomplish goals.
- Represent the agency with representatives from all NJTTF participating agencies, outside intelligence sources, and law enforcement agencies.
- Represent the agency at meetings, briefings, and interagency conferences.
- Communicate with representatives from the Federal Bureau of Investigation (FBI) on matters involving investigations that impact the USMS and FBI.
- Communicate via telephone, Lync and/or e-mail with high-level officials throughout the agency and District offices, as well as other affiliates.
- Ability to travel within the continental United States in connection with USMS duties.
- Compliance with all applicable security and conduct requirements, regulations, and procedures.
- Obtain permission from agency supervisors at USMS JSD-OPI before performing any operational functions. Operational investigations/intelligence performed will be limited to USMS and NJTTF operations that directly impact USMS protective missions and responsibilities.
- Subject to and complaint with all corresponding USMS policy, regulations and requirements when performing operational functions and while carrying a firearm.
- Status to carry a firearm on behalf of the USMS will only apply during authorized duty times and functions approved by a manager of USMS JSD-OPI.
- Maintain a current firearms qualification status by qualifying on an approved USMS course of fire or with a certified USMS instructor, utilizing a USMS authorized firearm, and by completing a signed record of qualification from an authorized qualifying official.
- Maintain a current Special Deputization status. This process will be completed by the agency with assistance from the individual.
- A BA/BS Degree in a Criminal Justice related field or a BA/BS in an unrelated field and two years of law enforcement intelligence experience. A successful candidate will likely have three to five years of law enforcement intelligence experience.
- Knowledge of the intelligence process and the following disciplines: Protective Investigations, Judicial Security practices and procedures, knowledge of the scope and limitations of USMS protective responsibilities, Fugitive Investigations, Justice Prisoner and Alien Transport System (JPATS), USMS Special Operations Group responsibilities, knowledge of USMS Witness Security practices, knowledge of prisoner detention practices and requirements, USMS District Operations, Joint Terrorism Task Force and National Joint Terrorism Task Force responsibilities.

- Proficient in the use of the National Crime Information Center, the National Law Enforcement Teletype System, DHS Online, SIPRNET, JWICS, the Homeland Security Data Network and have familiarity with the USMS Justice Detainee Information System.
- Knowledge of Microsoft Windows and Microsoft Office Suite to include Word, Outlook, Excel, and PowerPoint.
