The Work You Will Do:

The Senior Management Analyst - Supervisor (Grants and Special Initiatives Supervisor) position is in the Division of Workforce Services and is responsible for the successful implementation of competitive grant programs and special initiatives. The incumbent in this position is expected to function with a great deal of independence, high quality organizational skills; be a self-starting problem solver; exercise sound judgment and managerial skills to complete assigned projects and tasks; and coordinate extensively with both internal and external stakeholders.

Key areas of responsibility include assisting local workforce development boards with providing enhanced workforce development services, currently in the following areas: focused services to job seekers with barriers to employment; expansion of registered apprenticeship opportunities for employers and job seekers; and preparedness and response to disruptions due to natural disasters/emergencies through the implementation of National Disaster Recovery Dislocated Worker Grants. (Specific assignments change as new grants or special initiatives are assigned.) The ideal candidate is someone who is knowledgeable about workforce development programs, is keenly able to develop and cultivate professional relationships both internally and externally and can operationalize complex federal and state statutory requirements into policies and processes that support both efficiency and compliance.

You will develop and implement new workforce programs and initiatives that enhance the talent pipeline within the state, lead and motivate a team and spearhead the bureau’s efforts related to helping prepare a diverse population of job seekers and youth (including individuals with disabilities, veterans, and individuals with barriers to employment) meet the talent needs of employers in demand industries; assist in helping Floridians obtain needed resources to secure self-sufficient employment by providing programmatic guidance, training and technical assistance, to include sharing of best practices in the field and overcoming challenges in the implementation of innovative programs.

Pay:

$55,000 – 65,000 / annually


Your Specific Responsibilities:

“Supervisory employees are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.” Section 110.205(2)(w), Florida Statutes.

This position oversees the bureau’s disaster and competitive grant programs as well as special initiatives, and is responsible for the direct supervision of staff engaged in writing and managing grants, conducting research, providing training and technical assistance to Florida’s Local Workforce Development Boards (LWDBs), assisting with program development, and managing the day-to-day operations of assigned workforce programs, initiatives and pilot projects.

  • Serves as overarching grant manager for assigned initiatives, facilitates and coordinates grant-related projects and assigned workforce programs to ensure compliance with grant/program requirements and the attainment of planned outcomes/deliverables. Manages correlating grant agreements and contracts. Uses managerial and independent judgment to identify problems regarding grants/contracts and makes recommendations for resolution to management. Works closely with the Department’s Bureau of Financial Management regarding financial awards, obligations and expenditures, as well as financial tracking, reporting and compliance. Serves as the lead grant manager and point of contact for the Department’s National Dislocated Worker Grants.
  • Uses managerial skills and independent judgment to develop and coordinate implementation strategies for assigned programs, initiatives and pilot projects in accordance with federal, state and department requirements and objectives.
  • Serves as the Department’s liaison with internal and external partners involved in special initiatives or populations to facilitate the exchange of information and collaboration across workforce, education, corrections, industry and community-based partners and organizations.
  • Serves on statewide committees, advisory councils and/or workgroups, as assigned.
  • Conducts program development for assigned programs, initiatives and pilot projects. Makes recommendations for promising or best practices to management and LWDBs. Guides internal staff and LWDBs through the grant application and management process.
  • Coordinates with assigned staff for the preparation and submission of assigned federal and/or state special grant/contract reports. Ensures assigned staff tracks related data and planned outcomes for assigned programs, initiatves and pilot projects and conducts trend analysis.
  • Coordinates and maintains standards and deadlines for proposals; assists in the review of proposals for completeness, accuracy, quality and responsiveness, and ensures compliance with the Notice of Funding Availability or other grant criteria.
  • Oversees the required activities for assigned programs, initiatives and pilot projects.
  • Assists in reviews of proposed changes in laws and regulations to determine what impact they may have on departmental policy as well as assigned programs, initiatives and pilot projects.

Required Knowledge, Skills, and Abilities:

  • Knowledge of basic management and supervisory principles and practices.

  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.

Minimum

  • Some travel may be required, approx. 10-15%.
  • Duties and responsibilities of this position must be performed at the official work site of the Department.

Preferred –

  • Bachelor’s degree from an accredited college or university or four years of equivalent work experience in workforce development programs.
  • At least two years of supervisory, management or leadership experience.
  • At least two years of experience providing training, guidance and technical assistance for a state or federally funded program.
  • At least two years’ experience working with a state or federally funded program in a management/leadership capacity responsible for the tracking of outputs and outcomes, deliverables and critical deadlines.
  • At least two years of professional writing experience, e.g. reports, white papers, studies, policies, procedures, memorandums, or similar documents.
  • At least two years of experience of research and analysis of statutory, regulatory, and programmatic sources related to state or federal programs.
