Position Summary
The Senior Operations Manager (SM) is responsible for overall management and coordination of multiple contracts and shall direct and advise the PM who is the official point of contact with the Government. The SM oversees and is authorized to commit the organization’s resources as necessary to perform the requirements of the contracts within their area of responsibility. The SM must have the skills, knowledge and experience to manage all aspects of all contracts within their area of responsibility.
Primary Duties and Responsibilities

- Manages the day-to-day operations effectively and efficiently to ensure the work is performed in accordance with the organizational contract.
- Ensure overall compliance with the requirements of all mission driven programs, contracts, and work, including but not AbilityOne, WorkQuest, DoD, DHS, GSA, and various commercial contracts.
- Maximize efficiency and productivity through extensive process analysis and interdepartmental collaboration to plan, develop and execute strategies to achieve business objectives and ensure workforce needs are met for all contract job sites.
- Responsible for long-term planning, including initiatives geared toward operational excellence; accountable for safety, security, asset management plans, quality control, and overall risk mitigation strategies for assigned contracts.
- Develop, implement, and monitor day-to-day operational systems and processes to provide visibility into the goals, progress, and obstacles of key initiatives.
- Responsible for providing and coordinating resources to site project management to ensure efficient and effective compliance with contract requirements, contract budgets, and deliverables.
- Monitors and reports on operating costs and informs key stakeholders of cost and labor issues; evaluates, identifies, and takes action to improve operational systems, processes, and policies in support of the organization’s mission and core values; assess efficiency and initiates changes for improvement as appropriate; recommends and implements solutions to problems and ensures systems, processes, and controls are established and enforce
- Determine and understand specific customer expectations; effectively communicates and implements project expectations to team members and stakeholders in a timely and clear fashion.
- Responsible for data collection, interpretation, and analysis, and action plan synthesis in order to implement the necessary changes based on data and performance indicators.
- Responsible for directing, hiring, firing, training, developing and appraising staff effectively at all contract job sites; makes recommendations within authority.
- Represent the organization with customers, key stakeholders, and business partners; establishes and maintains trusting and productive communication with key management and key stakeholders.
- Develop and deliver effective training and awareness.
- Anticipate and proactively resolve potential problems.
- Oversees that the Management ensures TRDI employees, subcontractors, and vendors comply with all contractual requirements and all government regulations.
- Supports Project Managers as point of contact with the Government and shall have the authority to act or make decisions for the organization on all matters pertaining to the contract; except for amending or modifying material aspects (i.e. price, scope of work, etc.).
- Ensures Management and maintains Quality Control and Safety Program in accordance with contract requirements and Federal, State, and Local regulations.
- Accountable for managing and maintaining a contract budget and reviewing processes for efficiency.
- Provides guidance to Project Managers on scheduling of personnel, reviewing and approving time cards, inventory management of supplies, equipment, and vehicles.
- Sets and guides for Project Manager’s expectations, reviews and counsels, and establish and implement process improvement plans, and ensures adherence of the company policies and procedures.
- Conducts Performance Evaluations through the payroll system within appropriate time frames for those that report to him/her.
- Ensures standard work practices are followed for safety and provides training for operating equipment and vehicles, use of supplies, and the requirements of the performance work statement.
- Oversees that the Project Manager is analyzing and maintaining the contract AbilityOne Ratio requirements through the proper work scheduling of direct disabled employee hours vs non-disabled employee hours.
- Oversees the completion of Limitation & Accommodation Quarterly Reports for each AbilityOne employee.
- Serves as facilitator for the AbilityOne interview process and ratio per contract and oversee the collection of medical documentation in coordination with the AbilityOne department.
- Manage the execution of reports, inspections and logs as required by the Project Manager’s as required by the contract.
- Provide field information and specifications to prepare estimates for new work added or deleted to the contract.
- Other tasks as may be directed by the Corporate Office.
- Pass and maintain any required security clearance requirement and comply with Drug Free Workplace policy.
- Maintain Operations Security (OPSEC) standard operations procedure.
- Maintain Property Control Plan for management of Government Furnished Property (GFP).
- Maintain a safety and health program that complies with EM 385-1-1 and applicable OSHA, DOD, Armed Forces Branch(s), Federal, state, and local safety, environmental and health requirements.

QUALIFICATIONS AND REQUIREMENTS

- OSHA 30 hour General Industry course or ability to acquire certification within 30 days of employment.
ORGANIZATIONAL RELATIONSHIPS
This position will have overall responsibility for all job sites within company operations and directly reports to the Corporate Office.
EDUCATION, SKILLS AND EXPERIENCE
- Bachelor's degree in Business, related field or Master’s Degree Preferred
- 10 years relevant work and leadership experience in a multi-location environment.
- 20 years relevant work and Leadership experience in a multi-location environment without a Bachelor degree.
- Certified Executive Housekeeper Certification.

PHYSICAL REQUIREMENTS
While performing the duties of this job individuals will sit for long periods of time working in front of a computer.

- The physical demands of this position require prolonged standing, walking, use of hands and fingers, reaching with arms, climbing and balancing.

- The work environment of this position may require the employee to work in extreme temperatures: wet, hot, cold or humid conditions (indoor and outdoor); near moving mechanical parts; in high precarious places; areas where fumes or airborne particles are present; with or around toxic or caustic chemicals; in areas where the risk of electrical shock is present; around explosives; areas where the risk of radiation is present and work which exposes the employee to vibration.
- The visual demands of this position require: clear vision of less than 20 inches to greater than 20 feet; ability to identify and distinguish colors; peripheral vision and depth perception.
- Exposure to noise levels ranging from very quiet to very loud.
POSITION CLASSIFACTION AND EXPECTED HOURS OF WORK
This is an Exempt full-time position; Work schedule varies and requires long hours and weekends.
Travel: This position requires travel. travel may be outside of the local area and overnight.
