ENSCO, Inc. Mission Systems Group (MSG) has a contingent opportunity for a Senior Program Analyst supporting the Deputy Chief Technology Office for Mission Capabilities (DCTO(MC)) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). Primary responsibilities focus on providing assessment and integration of joint warfighting requirements to support the Under Secretary of Defense for Research and Engineering (USD(R&E)) as the technical advisor to the Joint Requirements Oversight Council (JROC). Other responsibilities include support to the Joint Warfighting Concept (JWC) by developing and refining concept-required capabilities (CRC) and mission-level concepts to enable more focused mission-engineering analysis, prototyping, and experimentation activities within OUSD(R&E).
The ideal candidate for this position is self-motivated, possesses broad experience with organizational day-to-day activities and management, such as Chief of Staff. Experience with providing organizational, technical, operational, and/or managerial advice.
Duties will include supporting researching, gathering information to support executive tasking and compiling, consolidating, and tracking information for executives and interacting with staff and other offices as part of executive level tasking.
Essential Job Responsibilities

  • Facilitate the prioritization of critical DoD missions requiring accelerated technical solutions, and rapidly ideate to identify potential innovative approaches, technologies, and capabilities to address them, and provide that information to MI, P&E and other stakeholders to inform mission engineering studies, prototype development, and experimentation. Serve as the OUSD(R&E) lead for gap analysis, requirements coordination, and assessments to support USD(R&E)’s role as Advisor to the JROC.
  • Coordinate with MDJO stakeholder organizations to maintain awareness of a broad array of strategic guidance and related products and assess that material to identify priority missions requiring accelerated technical solutions.
  • Lead coordination and analysis to support USD(R&E) in advising the JROC on matters within OUSD(R&E) authority and expertise to inform and influence requirements, concepts, capabilities-based assessments, and concepts of operation.
  • Support JCIDS actions related to JWC-driven, threat informed requirements generation, to include CPMR issues, and other topics within MDJO’s purview
  • Prepare executive leadership for JCBs and JROCs, to include coordination with external OUSD(R&E) offices
  • Provide situational awareness to internal and external OUSD(R&E) subject matter experts for JROC-related topics within their purview, and coordinate with them to facilitate their involvement.
  • Provide selective support to FCBs aligned with JWCs and JWC Supporting Concepts to increase OUSD(R&E) influence and shaping of JWC-derived requirements
  • Liaise with the DARPA-facilitated TDWG as appropriate to leverage the group for potential technical solutions to JEONs/JUONs and other priority mission gaps as required
  • Provide strategic leadership and communication within OUSD(R&E) to ensure that basic research, science and technology, defense modernization areas, mission engineering, developmental prototyping, experimentation, technology protection policy, and test infrastructure are informed in part by and aligned with priority mission gaps
  • Facilitate the awareness of mission thread analysis and prototyping/experimentation results within warfighter forums
  • Identify mission gaps and potential solutions to inform MI’s analytical agenda and P&E’s prototyping and experimentation campaigns
  • Provide subject matter expertise support and technical analysis to Joint Staff CPMRs and other JWC-related “Campaign of Learning” initiatives, to include Globally Integrated Wargame to further refine JWC gaps, CRCs, and mission-level concepts
  • Coordinate with appropriate SMEs in DCTO (Science & Technology) and DCTO (Critical Technologies) to ensure their Technology Roadmaps are aligned with priority mission gaps.
  • Perform Executive Assistant support by maintaining calendars and/or schedules, managing conference room scheduling, verifying and passing security clearances of visitors and office personnel, providing logistical support related to official meetings and travel, supporting official correspondence, assisting the security manager in performing requisite security administrative duties, drafting and preparing Defense Travel System (DTS) authorizations, travel orders and vouchers, preparing other required reports and presentations as needed, and other administrative requirements as necessary for the efficient management of the office.
  • Support workflow management to include coordinating, tasking, maintaining and monitoring workflow activities across MDJO via the Correspondence and Task Management System (CATMS).
  • Investigate current trends in knowledge management and data repositories to provide capability to properly index and archive developed products and information.
  • Coordinate and integrate activities across the Multi-Domain Joint Operation (MDJO) organization to include, but not limited to: moderating and executing routine, recurring MDJO meetings, developing briefings, documents, and reports that will be used to portray MDJO initiatives, activities, and goals both internally across OUSD(R&E) and externally across other relevant stakeholders, consolidating and submitting MDJO’s Weekly Activity Report and other similar products requiring an “all of MDJO” approach, and performing an “R&E JCIDs Secretariat” role to coordinate all MDJO JROC Advisory support to JCBs and JROCs.

Qualifications Required (Skills)

  • Bachelor’s degree with 15 years relevant experience in Technical or Business field
  • Experience with organizational day-to-day activities and management, such as Chief of Staff
  • Experience with providing organizational, technical, operational, and/or managerial advice
  • Experience in researching and gathering information to support executive tasking
  • Experience in interacting with staff and other offices as part of executive level tasking
  • Experience in compiling, consolidating, and tracking information for executives
  • Excellent written and verbal communications skills
  • AN ACTIVE TOP SECRET WITH SCI (TS/SCI) IS REQUIRED FOR THIS POSITION FOR WHICH YOU MUST BE A U.S. CITIZEN
  • Location of work: Metropolitan Washington, DC area; and other CONUS or OCONUS locations as required
  • Telework is offered in the Task Orders on approval from COR.
