ABOUT THE JOB DETAILS:

The Maine Office of Information Technology’s Application Development team is seeking a Senior Programmer Analyst to help build and support software applications primarily for the Department of Agriculture, Conservation and Forestry, and other Natural Resource agencies. This position provides critical support to promote these missions including protecting the food we eat, stopping forest fires, mapping the ocean floor; keeping our parks and public lands pristine and accessible, planning wise land utilization, and helping beginning farmers. The selected individual will work with a team of other dedicated developers to maintain the current software inventory and to develop new applications as needed to support our important Natural Resources.

This position offers the opportunity to work first-hand on the development and maintenance of IT systems supporting the State’s natural resources agencies using the Microsoft technology stack. A commitment to craftsmanship is expected.

Hybrid Work Opportunity – This is a full-time position located in Augusta and allows for partial telework with management approval.

WHAT WILL YOU DO?

This is technical services work involving the development, enhancement, and maintenance of a variety of complex systems. You will help to:

  • Design, develop, test, and maintain application code.
  • Partner with technical staff and end-users to test and refine your work.
  • Work under limited supervision.
  • Supervise, coach and train junior programmers.
  • Comply with State of Maine standards for production, quality, and productivity.
  • Train system end users, serve as an information resource, develop resource materials, and provide ongoing support.
  • Respond to customer support escalations.
  • Write documentation for system references.

WHAT WE EXPECT:

  • Demonstrated ability to define and resolve complex technical problems independently.
  • The ability to effectively communicate orally and in writing to both technical and non-technical audiences.
  • Five years’ experience with Microsoft Visual Studio (C#, Visual Basic, .NET, MVC, CORE) developing and supporting software applications, websites, web apps, web services, and mobile apps.
  • Three years’ experience with Microsoft SQL Server.
  • Three years’ experience with SQL Server Reporting Services.
  • Experience with version control software.
  • Experience with basic web technologies (HTML5, CSS3, etc.)
  • Experience with Microsoft Access VBA.
  • Experience with Microsoft Power Platform.
  • Experience with ArcGIS and/or geo-enabling applications.
  • Excellent organizational and time-management skills.
  • Friendly and collaborative interpersonal skills.

MINIMUM QUALIFICATIONS:

(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).

Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelor’s Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent. A Master’s Degree in Computer Science may be substituted for one (1) year of programming experience.

SALARY:

JOB CLASS CODE: 0866 POSITION: 072002279 PAY GRADE: 27 - ($61,297.60 - $82,867.20/yr.)*

  • Includes a 15% recruitment and retention salary adjustment. In addition to the above base salary this position is eligible for a training bonus applied for the duration of employment in this position.
