We are seeking a highly skilled and motivated individual to join our team as the Supply Chain liaison to the project management teams for the company's capital projects. As the Senior Project Supply Chain Lead, you will be responsible for developing procurement strategies, coordinating procurement procedures, sourcing procurement resources, managing compliance with project schedules, ensuring procurement deliverables meet project requirements, and communicating project procurement activities, progress, and issues with company management and Supply Chain Leadership..


DUTIES AND RESPONSIBILITIES

  • Develop procurement strategies to support achieving project goals, objectives, and strategies by leading project team development of the Contracting Work Breakdown Structure (WBS) and associated contracting strategy, including local or Minority Women Business Enterprise (MWBE) procurement content, as required, assisting with and/or coordinate the development of the purchasing and materials management strategies/plans, including identification of long lead or critical path equipment; coordinate development of the FEED contracting strategy and plan; develop and provide input on the procurement section(s) of the project documents (sourcing, contracting, purchasing, materials management).
  • Coordinate the implementation of project specific procurement procedures, plans, and contracts, and monitor project procurement performance by understanding and addressing project specific procurement and government requirements; ensuring requirements that differ from standard processes and procedures are documented and communicated among the project team and appropriate functions; coordinating, development, and implement the FEED, EPC, and long-lead equipment plans; coordinating commercial bidding development/evaluation teams, including establishment of an organizational structure, compilation of source, tender lists specific to project requirements, and performance of key procurement activities/deliverables; identifying market conditions and their potential impact on projects; identifying and coordinating opportunities for process effectiveness and use of strategic agreements on projects with significant procurement requirements/issues may require a Project Procurement Specialist during implementation of the project procurement plans
  • Source procurement resources for the project by developing project procurement organization plans to support the project; working with the company's management team to ensure alignment with and support of resource staffing plan; working with the supply chain manager to develop project procurement budget estimates, as required, and optimizing use of procurement resources
  • Develop and manage compliance with project schedule by participating in project schedule reviews; providing input/alignment with procurement schedule durations and milestones; developing schedules for the procurement process (contracting/long lead equipment); ensuring incorporation into the project schedule; monitoring procurement activities in meeting project schedules; coordinating procurement activities to ensure timely completion, review, and approvals of key procurement deliverables/activities e.g., strategies/plans, bid documents, evaluation plans, etc.; highlighting project procurement schedule issues with mitigation/resolution plans to Supply Chain; obtain company’s management input and assistance, as required
  • Ensure procurement deliverables meet project requirements by providing input and review of procurement deliverables prior to endorsement by Supply Chain and the company’s management; participating in review of bid documents developed by project teams, as applicable; ensuring project procurement activities and deliverables are performed within established controls, policies, and procedures; and ensuring requirements that differ from established processes and procedures are reviewed and approved by the project team and appropriate functions
  • Communicate with company’s management and Supply Chain Leadership on project procurement activities, progress, and issues by communicating to company’s management on an ongoing basis regarding project needs for company’s support and resources, reporting schedule and cost data regarding procurement activities on an ongoing basis to Supply Chain Leadership, maintaining close liaison with appropriate members of the Supply Chain, advising company’s management of procurement issues and steps being taken to mitigate risks, capturing and communicating procurement lessons learned for the project, and strong analytical, leadership, negotiation, and communication skills.

To qualify for this position, you must have a minimum of 10 years of related work experience in procurement, field operations, intermediate to expert contracting, purchasing, materials management, and logistics skills, knowledgeable of project management, engineering, and construction functions. You must also have a minimum of a bachelor's degree in Business, Supply Chain, Engineering, or a related field, and strong analytical, leadership, negotiation, and communication skills. A master’s degree in Business or Supply Chain and a minimum of 10 years of direct work experience performing the Duties and Responsibilities of this position is preferred.


Intermediate to expert level skills in contracting, purchasing, materials management, and logistics. Deep understanding of project management, engineering, and construction functions, and be able to apply this knowledge to develop and implement effective procurement strategies. In addition to technical skills, be team-oriented and collaborative, with excellent problem-solving abilities. Possess strong analytical, leadership, negotiation, and communication skills and have detailed knowledge and application of our company's requirements.

WORKING CONDITIONS

Work is performed in a normal office environment with occasional extended hours during evenings based on business needs.
