Position Description

Position Title: Immediate Supervisor: Salary Range:
Senior Property Manager Director $ 65,000-75,000/Annual

Full-time, non-exempt position, eligible for benefits immediately.

Position Summary:
The Senior Property Manager oversees and manages the day-to-day operations of facilities and housing units owned by the Agency/Affiliate Corporations and partnerships.

Primary Duties and Responsibilities:

1. Management and Occupancy Reviews (MOR), Investor Site Reviews, and Low-

Income Housing Tax Credit (LIHCT) reviews.
2. Help recruit, hire, and train new employees assigned to the property

Assist with the preparation of employees’ performance reviews, provide performance improvement counseling.

3. Train onsite staff to successfully prepare resident applications, initial and recertifications as per HUD and State Compliance Guidelines.

4. Track resident certification process to assure proper follow up with residents, employers, etc. to assure timely completion.

5. Assure proper on-site resident file maintenance and organization assuring the documentation is complete and accurate as per HUD, IRS and state agency guidelines.

6. Communicate with residents concerning compliance requirements, documentation, and rental rates.

7. Compare resident lease file information to On-Site Property Management System resident records to assure input accuracy of resident information.

8. Verify that all rent calculations are correct and reflect the certification documentation.

9. Perform resident file audits for all new and recertified residents. Review a sampling of resident files on-site monthly.

10. Track subsidy payments. Follow up with government and charitable agencies to assure receipt of requested payments.

11. Job Prerequisites:
12. Travel to all CAADC managed sites throughout Delaware County, PA
13. Extensive experience in processing affordable housing resident applications and income verifications.
14. Knowledge of Tax Credit (LIHTC) and Section 8 program regulations.
15. Ability to organize workflow procedures and resident files and train on-site staff to adhere to organization directives.
16. Clear understanding of the MOR and other file inspection processes. Ability to organize and maintain resident files to streamline government and financial institution inspection and/or audits.

17. Oversight of state specific LIHTC and HUD documents in property management software

18. Manage resident recertifications, rent increases, utility allowance changes, occupancy level, controlled expenses, customer satisfaction, management reviews, REAC/Agency
Inspections, etc.

19. Prepare all reports, including monthly management, weekly marketing, delinquency/occupancy, bad debt write-off, and expense reports

20. Manage resident selection procedures to ensure adherence to Affirmative Fair Housing
Marketing Plan and Resident Selection Criteria

21. Prepare for all site REAC reviews to ensure compliance.

Position Objectives:

1. Provide quality response and supportive services to tenants and customers.
2. Coordinate third party services for housing units.
3. Provide direct technical support to staff in the field.
4. Supervise and support staff maintaining a high level of accountability.
5. Maintain strong relationships with vendors and customers.
6. Maintain a clean and safe fleet of vehicles.
7. Keep precise records and submit timely and accurate invoices and reports.
8. Strong written and verbal communication skills.
9. Proficiency in use of property management software systems,
10. Ability to work well under stressful conditions and impending deadlines.
11. Able to train on-site property manager and staff in the proper procedures in performing resident income

Qualifications:
This position requires a minimum of a high school diploma or equivalent with the following:

  • Five years of Property Management Experience
  • Three years of Experience L&T evictions at DMJ
  • Three years of experience working as a Liaison to PHFA
  • Three years of experience working with the HOME Tax Credit Program
  • Three years of experience reporting to PHFA, or a HUD regulated program
  • Three years of supervisory experience or staffing oversight
  • Three years of experience with budget and finance oversight for a multi-site Tax

This individual must have extensive experience in processing affordable housing, resident applications and income verifications, knowledge of Tax Credit (LIHTC) and
Section 8 program regulations, ability to organize workflow procedures and resident files, and clear understanding of the MOR and other file inspection processes.

Physical Demands:

The physical demands described in this section are representative of those that must be met by an employee to successfully perform the essential functions of this position.
While performing the duties described herein, the employee is regularly required to talk,

hear, stand, walk, maneuver stairs, sit, stoop, kneel, crouch and crawl. The employee must occasionally lift and/or move up to 15 pounds.

Job Type: Full-time

Pay: $65,000.00 - $75,000.00 per year
