Job Description:

OBAN is seeking a Senior Proposal Manager. This position is currently virtual/remote with the expectation that employee work full time during workdays/business hours.

The Senior Proposal Manager will have the responsibility of coordinating and responding all phases of the company’s proposal process in response to U.S. Public Sector sources sought, requests for information (RFIs), quotes (RFQs), and proposals (RFPs). The ability to meet deadlines, strong writing skills, a commitment to teamwork, and detailed follow-through, will be the key to success in this role. The main function of this role will be proposal writing and process management, not business development and/or capture.

Duties for this position include:

Leading and managing cradle to grave proposal management related tasks to ensure quality and compliant responses are submitted as needed to government solicitation related requirements on time/on schedule.

Managing full-life cycle of proposals, from RFP release through submission, to include managing all proposal volumes, conducting tag-ups, working SMEs and others to develop, write and edit content.

Leading and managing responses to RFIs, Sources Sought, Market Research etc. and proposal responses for RFPs released by the U.S. Government, State and Local agencies, and/or commercial customers as needed.

Working with Business Development leads in various pre-proposal phases (Gates 1-4) to develop messaging and define strengths, win themes, discriminators, and key features of our corporate offerings.

During the proposal phase, leading development of proposals in collaboration with the Sales and Business Development team, subject matter experts, and other assigned personnel.

Analyzing draft and final RFP documentation.

Developing a proposal strategy resulting in high-quality proposals.

Working with Finance and Contracts to ensure their content is integrated into the proposal as required.

Working with other staff in preparing all proposal development documents based on RFP requirements, including: Proposal compliance matrix, outlines, writing assignments, management/technical/past performance and/or pricing volumes, schedule, content and page allocation guidance, compliance reviews, storyboard and word writing templates, kick-off meeting materials, color teams reviews, questions to the government, and proposal submission.

Responsible for editing, formatting, graphic design, etc. needed to submit quality proposals.

Monitoring solicitation developments (amendments, answers to questions, etc.) and keeps proposal writers/teammates updated, revising proposal outline/schedule/etc., as appropriate.

Utilizing SharePoint and Microsoft Team to manage proposals and team communications.

Communicating effectively with leadership and staff throughout the entire lifecycle of the proposal, both pre- and post-RFP.

Providing a quality assurance check for all document deliverables.

Tracking and reporting proposal win/non-win information to help evaluate the performance of our business development proposal process.

Responsible and accountable for timely submission of compliant proposals.

Documenting, analyzing, and presenting lessons learned to management team to improve processes.

Qualifications:

At least six (6) years of verifiable proposal experience for Public Sector customers, including considerable time writing, editing, and managing proposals.

Extensive experience and knowledge of government contracting industry and with federal government services sector solicitation documents and requirements.

Extensive experience conducting research, analysis, proofreading, editing, formatting, and writing to government requirements.

Verifiable experience managing competitive proposals.

Knowledge and understanding of the U.S. Government's competitive acquisition process including federal procurement regulations (FAR/DFAR), GSA, etc.

Familiarity with Teaming Agreements, Non-Disclosure Agreements and Joint Ventures.

Ability to work independently or function effectively as a member of a team.

Ability to multitask, coordinate multiple proposals, and meet short timelines/deadlines.

Ability to remain adaptable to changing requirements and deadlines.

Ability to work in a dynamic environment, balancing strategic and tactical responsibilities.

Ability to work flexible hours to meet deadlines.

Education:
Bachelor's degree in English highly preferred.

Required Qualifications:
Must be able to obtain and maintain the required government security check.
