PGS is seeking an experienced, energetic, self-starting Sr. Proposal Manager to aid in bringing business opportunities. Our Proposal Manager will provide support on a variety of business development assignments, ranging from highly strategic proposals to the smaller proposals and qualification statements.
The Proposal Manager will deliver quality, compliant, winning proposals, as well as professional services quotations. The candidate will increase the efficiency of all phases of the PGS business acquisition life cycle in order to match the growing level of activity.
RESPONSIBILITIES:
- Participate in strategy sessions
- Manage the entire proposal development lifecycle with an understanding of proposal processes and flexibility to modify processes to meet unique opportunity demands
- Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RFIs, SIRs) and brief summaries to executive management
- Independently define, schedule and manage the proposal preparation process, including identifying details and staffing required.
- Assure team development and implementation of written win strategy
- Collaborate with BD/Proposal team, Business Leads, Technical Leads, and SMEs to develop compliant proposals that clearly articulate a winning strategy, compelling solutions, and substantiated themes that address RFP requirements.
- Create proposal templates, outlines, and compliance matrices
- Develop proposal schedule and maintain visibility on progress
- Coordinate, prepare, and execute proposal meetings and reviews
- Work with Technical Leads and SMEs to elicit information and write proposal sections
- Leverage interpersonal and interviewing skills to gather needed information from proposal team members, as well as operations personnel. Research and synthesize information from multiple sources into a cohesive, easy-to-read, and persuasive final product.
- Ensure proposals are properly scoped, evaluate assumptions, identify risks, evaluate cost, and ensure responses meet requirements.
- Support white paper development
- Support efforts to enhance standard proposal libraries in support of organization - wide proposal development tools and templates.
Qualifications:
- Bachelor's degree from a fully accredited university
- At least 8 years' experience in all phases of the proposal development life cycle, at least 5 years of proposal department management, with at least 5 years direct experience in the federal sector
- Experience in the IT, cybersecurity program management, engineering environment
- Experience working on small proposals and large IDIQ proposals
- Experience working on multiple proposals simultaneously
- Extensive working knowledge of Shipley or equivalent proposal life-cycle methodology
- Extensive experience with RFP requirements, proposal writing, task order response preparation, and proposal schedule development and monitoring
- Must possess excellent time-management skills and have the ability to perform well in a fast-paced environment under stringent time-constraints
- Excellent writing skills are must.
- Strong interpersonal skills and ability to interact well with others in a dynamic environment
- Demonstrated performance conducting various color reviews successfully
- Demonstrated experience in proposal writing, work breakdown structures, basis of estimates, storyboards, and narrative solution content
- Demonstrated ability to manage complex tasks and teams composed of personnel who are highly educated and skilled
- Ability to gain internal support and to operate independently without supervision
- Demonstrated effective and efficient use of capture and proposal resources (e.g., B&P, IRAD, facilities, demos, program personnel)
- Demonstrated written and verbal communication skills including the ability to produce compelling solutions that are easily understood by both technical and non-technical audiences

Pay: Up to $150,000.00 per year
