Computer World Services is seeking a Senior Software Architect to support the Department of State (DoS) Bureau of Intelligence and Research (INR), as well as other Department intelligence stakeholders, with a streamlined and efficient ability to acquire a range of human centric solution design and development services that will enable innovative and efficient information technology (IT) solution development support enabling the Department to achieve intelligence mission objectives. The Intelligence Development and Enterprise Applications (IDEA) contract enables service providers to capture technology requirements; develop solutions which enhance capabilities to intake, store, process, enrich, and share intelligence information; plan service transition and training activities supporting solution implementation; and guide the implementation and maintenance of solutions across the full system lifecycle.
Program objectives include information technology support services to include software engineering support, system integration, operations (including security) and maintenance (O&M) support, solution development, business analysis, and senior enterprise application user support across all enterprise applications to support the INR Technology Innovation Office (INR/TIO) information technology requirements.
The successful Candidate will be able to provide the support and direction for new applications and solutions that may be integrated into the environment. This includes development and enhancement of IT platforms, and applications with delivery of frequent, high-quality releases. Support from daily IT infrastructure, to customer software and application design and development that are appropriately planned for.
Key Tasks and Responsibilities
- Provide Subject Matter Expertise in user centric design processes, micro-service n-tier architecture and/or distributed architecture.
- Able to translate product requirements into full stack design and architecture.
- Have experience developing and supporting application that are highly available with 99% uptime.
- Participate and lead collaborative solution development, early user function testing, and incremental release of functional capabilities using agile approaches.
- Developed and deployed application using continuous integration and continuous delivery (CI/CD) pipelines
- Provides Design deliverables such as requirements analysis, mockups, design files, design changes reflected in development prototypes.
- Demonstration of functionality in a demo environment reachable from government network
- Provides reports of activities
- Provides solutions for automated test results.
- Support with ATO Process, change management, and integration activities
Job Requirements:
Education & Experience
- Required: BS Degree
- Required: At least 8 years of experience programming in C# and .NET Framework /.NET Core.
- Required: Strong understanding of federated authentication, claims-based authorization, and public key infrastructure.
- Required: Demonstrated experience supporting applications with 99% uptime high availability requirements
- Required: Hands on experience in continuous integration and continuous delivery
- At least 3 years of experience working with SQL & Oracle databases
- Proficient with software development lifecycle (SDLC) methodologies like Agile, Test-driven development in the federal government
- At least 3 years of experience implementing: Web Services (with WCF, RESTful JSON, SOAP, TCP), Windows Services, and Unit Tests
- At least 2 years of experience working in cloud computing environments such as AWS, Azure or GCP
- At least 2 years of experience with Big Data technologies such as Apache Hadoop and Spark is a plus
Certifications
- Applicable industry related certifications are a plus.
Security Clearance
- Required: At least Top-secret clearance with ability to obtain SCI
Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)
- DoS Facilities in Washington, DC Metro Area, or remote Telework (Remote telework may be up to 90%)
