The State of New York Mortgage Agency (SONYMA) is one of several HCR agencies. SONYMA’s programs are dedicated to making first time homeownership a reality for low and moderate-income households, particularly in communities that have historically been underserved. SONYMA provides secondary mortgage liquidity to a large network of banks and mortgage companies who share our vision of expanding affordable homeownership across the State of New York. SONYMA has a full-time staff of over 25 full-time dedicated employees.
SONYMA is seeking to hire an experienced and visionary leader to serve in the role of Senior Vice President who will oversee the single-family program area of SONYMA and work with senior leadership across HCR to grow our homeownership products, expand our reach, and lead the agency through its next phase of growth.
This position will report to the Senior Vice President of Homeownership and Community Development (HOCD). The agencies and departments reporting to HOCD consist of the State of New York Mortgage Agency, the Affordable Housing Corporation, the Office of Community Renewal, and the Governor’s Office of Faith-Based Community Development.
Position Summary: Responsible for managing all aspects of SONYMA mortgage programs, including strategic planning, business development and oversight of day-to-day operations in the originations, post-closing, and servicing functions.
Essential Duties / Responsibilities:
- Identify and lead the implementation of new opportunities that meet our mission and that will expand SONYMA’s reach, particularly in areas where access to homeownership has historically been limited.
- Provide guidance and support to all SONYMA staff in managing day-to-day originations, post-closing, and servicing units. Identify opportunities for professional growth and professional enhancement opportunities. Meet regularly with senior staff to review workflow, ensure cross-training and succession planning is in place, and review and implement recommendations to improve efficiency.
- Oversee SONYMA staff training, to ensure understanding of all responsibilities and back-up responsibilities, and oversee development and rollout of training for all new initiatives and guideline changes.
- Manage and coordinate all consumer facing outreach to raise the profile of SONYMA and to ensure that both lenders and potential homeowners are aware of the agency and its core mission of increasing homeownership for low and moderate income New Yorkers. This includes managing a paid advertising budget, a team of outreach and business development staff, and designing grassroots outreach strategies that specifically target our core audience.
- Work alongside community leaders and lending partners to develop relationships necessary to achieve volume growth.
- Attend monthly HCR board meetings and communicate SONYMA updates and strategy when needed.
- In collaboration with SONYMA’s Vice President of Compliance, oversee preparation for all audits, review findings and implement any necessary corrective processes.
- Manage the department’s system needs. Work with the Information Technology Unit, facilities management, and external software vendors to identify and implement improvements to SONYMA’s operational and process systems.
- In collaboration with the HCR Capital Markets Team, work to plan financing in Agency's bond issuance activities including managing and monitoring program demand, pipeline, and interest rate environment, and communicating upcoming needs and projections to Debt Issuance.
- Manage the Agency’s $2.7 billion mortgage portfolio. This includes the servicing of delinquent loans, foreclosures, and owned real estate.
- Represent Agency at industry-related events and make presentations on Agency programs to industry professionals.
- Generate and prepare reports as required by statute, policy, or external sources.
- Other related duties as needed.
Requirements/Qualifications:
The requirements listed below are representative of the knowledge, skill, and/or ability required for this position.
- Minimum 15 years’ experience in the residential mortgage/housing industry. Prior experience in mortgage originations and servicing must be extensive.
- Minimum 5 years managerial experience.
- Extensive knowledge of programs similar to those offered by SONYMA, including those offered by Fannie Mae, Freddie Mac, and FHA.
- Extensive technological fluency in mortgage operation systems, computer skills, and excellent verbal and written communication skills.
- Master's Degree in Finance or Business preferred
- Strong understanding of state housing finance agency business model and working knowledge of tax-exempt financing protocols.
- Strong knowledge of mortgage lending consumer protection rules and regulations including: Truth-in-Lending Act, Real Estate Settlement Procedures Act, Equal Credit Opportunity Act, Home Mortgage Disclosure Act, Fair Lending, etc.
- Strong project and time management skills.
