- Job Description: The Proposal Specialist manages assigned proposals and oversees all proposal activities, including guiding proposal team members, developing and managing proposal schedules and deadlines, developing proposal outline and compliance matrix, and monitoring the progress of the proposal. Direct experience with Federal and State Grant funding solicitations ie DOE, DoD, CEC, and NYSERDA preferred.
Key Responsibilities:
- Analyze solicitation and/or bid requirements to ensure both compliance and responsiveness to the customer’s issues and needs and create the kick-off package for key proposal submission documentation
- Ensure industry standard and appropriate tools and techniques are utilized: Annotated Outlines and/or Government Supplied Solicitation Templates,Compliance Matrix/AssignmentsProposal ScheduleKick-off Meeting AgendaData Call MatrixEvaluation/Merit Review Score SheetProduction Checklist and Delivery ReceiptLead writing/editing/rewriting efforts, as needed
- Organize and lead regular proposal status meetings with the Project Lead/Team in order to adhere to the proposal schedule
- Build the proposal compliance matrix and track the fulfillment of all requirements
- Manage the internal flow of data calls with the teaming partners, and review of Project Team proposal inputs and outputs
- Participate in the development and review of proposal strategies and themes, and lead the development of a Proposal Management Plan
- Develop a proposal review agenda, and disseminate the agenda along with the Evaluation/ Merit Review Score Sheet for a Final Proposal Review. (i.e. Pink/Red Team plan for the final review and internal evaluation of the proposal)
- Develop a Pink Team (storyboard review) plan for the interim review and internal evaluation of the technical, management, and overall proposal approaches
- Review completed storyboards and proposal sections to ensure requirements are adequately addressed and that customer page limits are not exceeded
- Perform or assist with the integration of draft and final text and graphics into the appropriate proposal section(s)
- Verify and ensure all documentation is posted on the appropriate collaboration site by the designated time for Final Submission by the Contracts Group
- If hardcopies are required, manage the production, reproduction, and binding/packaging of all final proposal documentation to meet deadlines
- Ensure compliance and integrity of proposal documentation by checking to see if Reviewer comments/edits have been incorporated into the final proposal
- Facilitate a Review debrief session so that Reviewers can share their findings with the Project Team
- Other reasonable and normal duties associated with the Proposal Specialist position, as directed by the Manager of Proposal Development
Education and Experience:
- Either of the following are acceptableBachelor’s Degree and at least 3-5 years of proposal development experience preferred
- AA degree in related field i.e., Management, Communications, or Journalism and 5 to 7 years of proposal developmentPMP Certified plus 5-7 years of project management and/or proposal development.
- Combination of project management with proposal development experience is acceptable. Some Shipley Training Certification or APMP Certification accepted in lieu of partial experience requirement.
- Prior experience with formal proposal development processes, e.g., Shipley methodology.
Skills and Attributes:
- Knowledge of Request for Proposals and/or Solicitations which include U.S. Federal, State, Local Bids, and/or International and/or Grants Management submission processes.
- Experience with Government Grant funding proposals in Research and Development preferred.
- Direct experience with Federal and State Grant funding solicitations ie DOE, DoD, CEC, and NYSERDA preferred
- Demonstrated discretion, good judgment, personal motivation and the ability to work independently, as well as in a team environment.
- Proven capability to develop, cultivate, and maintain internal and external relationships for successful proposal submissions.
- Possess disciplined and proactive organizational skills to ensure that the proper systems and processes are utilized and implemented on-time to meet proposal requirements.
- Highly skilled in using office productivity applications, such as Microsoft Office tools, including SharePoint
- Demonstrated ability to identify and analyze issues, negotiate, prioritize, multi-task and problem solve with minimal supervision.
- Strong interpersonal, verbal, and written communication skills.
