Position Overview:

RIVA is seeking a Communications Analyst to execute strategic communications for the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Asset and Administrative Management Division (AAMD). Collaborating alongside several teammates, you will develop communications products and support the development and implementation of communication strategies that will further the organization’s strategic communications vision and goals.

Responsibilities:


  • FM&E Strategic Communications Plan: Develop, maintain, and implement an FM&E Communications Plan, providing a strategy and tactical approach for establishing, promoting, and maintaining communication and collaborative efforts for FM&E, its business partners, and stakeholders
  • FME Product Development: Draft, edit, review, and distribute communication products (memos, emails, letters, mass mailings, brochures, flyers, press releases, training materials, FM&E newsletters, “news flashes” for emerging items of interest/importance, content for Web sites, leadership messages and speeches, talking points, briefing materials for professional meetings and conferences, and articles for internal or external publications).
  • Readership Awareness: Collect and analyze readership statistics for FM&E publications, as applicable, by total number of readers, as well as by job category and organization. Use readership information to update the FM&E Strategic Communications Plan, and to develop potential newsletters and other content that is of interest to our specific readership demographic.
  • Web Presence: Coordinate with OFAM Communications to ensure all outward facing FM&E internet/intranet content is current and relevant.
  • Communications Processes: Develop, document, and implement processes and procedures to improve communication, information flows, and organizational awareness of program initiatives, priorities, and accomplishments within FM&E.
  • File Plan: Maintain and refine the FM& E File Plan, in compliance with related Federal, Departmental, and CBP mandates for record management.
  • Evaluate Effectiveness: Conduct evaluations (via workforce survey or other mechanisms) to determine the effectiveness of the strategic communications program and solicit ideas for future communication topics. Regularly collect feedback via less formal mechanisms (i.e., interviews, data calls, etc.) to ensure continued success and quality of the FM&E Communications Program.
  • Employee Engagement: Analyze incoming FEVS, Gallup, and other survey results for potential communication opportunities. Regularly solicit messaging topics from OFAM’s workforce to ensure that messaging addresses key areas of interest/concern. Maintain/validate current list of employees and email addresses for FM&E-wide and
  • regional communications. Coordinate with OR&S for preparation and delivery of recognition, time-in-service and retirement letters.
  • OFAM Correspondence Preparation: Prepare communication products and briefing materials that effectively respond to requests for information from various internal and external business partners and stakeholders. This will include congressional affairs, public relations, the media, and social media outlets. The Contractor shall ensure configuration management control, consistency of information, and document changes from version to version of work products. The Contractor shall interface with FM&E leadership and staff (i.e., subject matter experts) to gain knowledge of operational activities and requirements to help develop communication tools.

Basic Qualifications:

  • Clearance Requirement - Top Secret or CBP BI
  • Bachelor's Degree
  • High level of proficiency using SharePoint
  • Communications, Organizational Change Management, Investment Planning & Analysis, Process Development & Sustainment, and Portfolio Management and Reporting Experience
