Senior Strategic Sourcing Specialist
Establish and drive procurement of material and services in alignment with business Leadership for your assigned commodity / category and/or region as per Annual Operating Plan and Strategic Plan. You will have site responsibility for driving competitive commodity and category supply strategies to achieve lowest Total Cost for your site, reduced Working capital via Negotiation planning and execution, High Growth Region Sourcing, Value Engineering and Sole/ Single Source elimination. You will manage Supplier Performance to support your commodity/category and/or region and ensure supply continuity. You will be managing several projects in dynamic environment. You will ensure compliance with company business policies and procedures, Export /Import regulations.
- Develops procedures to ensure that Federal Acquisition Regulations (FAR), Defense Federal Acquisitions Regulations (DFAR) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) and specific funding and contract requirements are met
- Provides administrative leadership and oversees the Company’s Purchasing System, and overall process for compliance with contractual matters
- Effectively communicates the introduction of new policies and procedures to internal stakeholders, ensuring the “what”, “why” and “how” are clearly understood
- Prepares and presents relevant and timely analysis of compliance data and outcomes
- Leads the development of KPIs and metrics to ensure internal controls and customer requirements are measured and met
- Analyzes contracts, purchase orders, subawards (including appropriate flow-down provisions), other agreements, and solicitations to identify and mitigate risk, and ensure compliance with Company Policies and procedures
- Acts as the point of contact, and coordinates information requests, for internal and external audits affecting Contracts, Procurement and Proposals Management
- Implements effective training plans to drive employee and organizational development
- Leads proactively and dynamically to drive exceptional audit performance
- Coordinates Company response to Requests for Information, Government registrations and customer surveys
- Oversees and coordinates standard Terms and Conditions, and unique customer contract flowdowns
- Manage and liaise with external government audit teams including developing a successful compliance plan and process to address potential risks before the audit process is initiated
- Implement ongoing Peer Review processes to keep team Audit Ready at all times
- Utilizes effective collaboration with company and external stakeholders to comply with acquisition policies
- Review and implement processes, tools, documentation to ensure compliance and efficiencies
- Contributes to analysis and recommendations pertaining to acquisition policies surrounding IDIQ/GWAC or federal task order contracts sourced from various contract vehicles to include but not limited to GSA, Army, Navy and other key customers
- Supports cross-functional data calls from internal company stakeholders with respect to data requested from regulatory or contractual customers
- Leads and/or supports ad-hoc reports, actions, data calls and/or special projects to include but not limited to annual reps & certs for Prime Contractor’s vendor portals, and internal contracts policy audits

YOU MUST HAVE
- Bachelors Degree
- Must be US citizen due to contractual requirements
WE VALUE
- Some experience in procurement
- Working and/or Leading in Site Team Environments
- Project Management and/or Contract Management Experience
- Professional Certifications in Project/Supply Chain/ Procurement/Contract Management
- Team Leader experience in Supply Management/Sourcing/Procurement/Business
- Demonstrated Business and financial acumen
- Experience with SAP or site relevant ERP systems, E Sourcing Platforms, Request for Quotation Tools, Project Management Tools
- Experience with Six Sigma and Lean Tools
- Masters Degree
