The SSVF Housing Navigator through the Housing First Model will deliver intense rapid-housing services to homeless Veterans and or Veteran Families through empowerment, clinical techniques, and housing assistance to return to sustainable- permanent housing and self-sufficiency. This role will collaborate with HUD VASH to support veterans’ navigation through the housing process. Services provided are developing action plans, providing housing guidance and support, and serving as advocate on behalf of Veterans to assist them in securing housing. This role builds partnerships with landlords to increase the supply of affordable housing. This role will also assist Program Manager, Assistant Manager, SSVF staff and HUD-VASH by providing housing market expertise.


Essential Functions, Duties & Responsibilities

  • Establish relationships with Veterans and their Families.
  • Coordinate with HUD-VASH for housing case management to determine veteran eligibility and disposition.
  • Receive referrals from HUD-VASH.
  • Attend weekly HUD-VASH meetings.
  • Build and maintain a housing/landlord data base.
  • Ensure timely contact to veterans and business partners.
  • Conduct individual assessments, housing-readiness and recognize housing-related deficits.
  • Survey rental market for affordable housing options, identify appropriate permanent housing options for veterans, and advocate for veterans with prospective landlords.
  • Work with HUD VASH to assist in obtaining housing readiness documentation such as ID, social security card and income verification.
  • Assist in transporting Veterans to conduct housing search
  • Assist Veteran with their housing search
  • Assist Veterans with completion & submission of housing applications.
  • Advocate for quality housing for veterans with landlords, apartment owners, and housing-related parties.
  • Maintain HMIS and VA debase as it relates to SSVF/HUD VASH enrollees
  • Submit Financial request for Landlord and Veteran incentives.
  • Primary point of contact for HUD-VASH referred veterans in need of housing navigation.
  • Coordinate and conduct community and street outreach with VOAMI staff and other community partners.
  • Attend team meetings, case conferences, training workshops and community meetings as needed.
  • Maintain compliance with VOAMI policies and procedures related to compliance.
  • Ensure that all duties are carried out in a timely and orderly manner.
  • Other duties as assigned.


Knowledge, Skills and Abilities

  • Bachelor’ degree in business administration, commercial /residential housing, social work, or related social services field or equivalent of 5 years of experience.
  • Additional consideration for candidates with experience serving disabled populations or equivalent combination of education and experience to include training received while serving in the military.
  • Strong interpersonal skills to build relationships with landlords and manage housing accounts.
  • Knowledge of Housing Quality Standard.
  • Demonstrate basic knowledge of mental health disorders.
  • Strong organizational skills and ability to multi-task.
  • Ability to work effectively with individuals of varying stability, incomes, skill levels, experiences, and cultures.
  • Ability to exercise discretion while working with community partners, stakeholders, external partners, and Veterans.
  • Availability to work a non-traditional schedule that includes, evenings and weekends.

Works in office setting and remotely. The Housing Navigator will work closely with HUD VASH and effectively operate as a housing liaison between SSVF and VASH.
