Statewide Interoperability Communication (SWIC) Coordinator
Job description
As the central coordination point for their State's interoperability effort, the Statewide Interoperability Coordinator (SWIC) plays a critical role. SWICs are responsible for the Implementation of the Statewide Communication Interoperability Plan (SCIP) through coordination and collaboration with the emergency response community. The SWIC dedicates considerable time towards educating the public safety community on the SCIP and enhancing their statewide governance structures. The SWIC also plays a crucial role in the facilitation of governance via the state interoperability governing body (SIGB) which is the Iowa Statewide Interoperability Communications System Board (ISICSB) and its committees and working groups. The SWIC conducts training, organizes practical exercises, and develops policy efforts to further interoperability across all disciplines of emergency responders. The SWIC oversees interoperability websites, manage the development and content of the interoperability newsletters, and works with legislators and the Governor's office on interoperability communications legislation issues. Ultimately, the SWIC's role is one of program management and managing people involved in the State's Interoperability efforts.
Interoperability Coordination, Outreach & Training
- Maintain a database of stakeholders and resources across the State.
- Liaise among the Federal Government, State agencies and officials, bordering States, regional and local emergency response community (including UASls), and tribal nations for interoperability planning and program alignment.
- Serve as the point of contact for the Federal Government and Industry in issues concerning statewide interoperability communications.
- Provide governance members with outreach materials that target the State's emergency responders.
- Communicate regularly with all stakeholders to ensure transparency and to share knowledge.
- Establish and maintain training programs with the ISICSB and other state agencies.
- Attend national interoperability conferences and workshops.
- Serve as a point of contact for the Iowa Statewide Interoperable Communications System.
- Leveraging all other components of the statewide governance system, facilitate the development and update of the SCIP.
- Drive and coordinate the effort to implement the SCIP by setting timelines and developing project plans that progress against the initiatives.
- Facilitate the statewide governance system to ensure practitioner input.
- Guide the governance bodies in chartering and supporting working groups to develop materials, presentations, issue summaries, etc. as needed.
- Escalate policy and grant recommendations to the State Administrative Agency (SAA) or Director of the State Office of Homeland Security for consideration by the Governor's Office.
- Write endorsement letters for approved projects on behalf of the SIGB for grant applications.
- Coordinate the SIGB meeting schedules, agendas, and information as needed, to maximize integration and collaboration with other key governance bodies.
- Maintain records for the effort including but not limited to, charters, meeting minutes, correspondence, current membership enrollment, recommendations reports, and the interoperability website.
- Provide program management, Including staffing, contracting, budgets, and other administrative tasks, to organize the office and its project load.
- Measure and analyze ISICS progress. Assess information and accurately report results to the ISICB and DPS Communication Bureau Chief. Revise the SCIP as needed.
- Develop and measure short- and long-term performance measures to show progress toward improved interoperability.
- Conduct and maintain a statewide capabilities assessment.
- Participate in National Council of Statewide Interoperability Coordinators (NCSWIC) committees on national initiatives.
- Explore and/or participate in committees and working groups under the Federal Partnership for Interoperable Communications (FPIC).
- Represent Iowa and the ISICSB on the engineering committees that develop P25 radio and broadband Long-Term Evolution (LTE) standards.
- Bring lessons learned, findings and best practices back to Iowa for incorporation and/or adoption in state-level interoperability initiatives.
- Coordinate with the SAA to monitor the State's interoperable communications grant opportunities, review potential projects, and provide documentation to the ISICSB for consideration for endorsement.
- Coordinate the compilation of State investment justifications and grant applications for communications interoperability.
- Seek additional grant funding opportunities for statewide interoperable communications efforts beyond those that are administered through the SAA structure.
- Align locally-awarded, non-State administered Interoperable communications grant funds (e.g. association grants for local disciplines or jurisdictions) to the SCIP.
Requirements:
Must be able to pass an extensive DPS Level 1 Background Investigation.
Residency must be established within 30 straight-line miles of the Des Moines City limits no later than five months from the date hire.
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program research/evaluation, or management.
