Serves as the state Sexually Transmitted Infection (STI) data coordinator and database manager for STI case surveillance and for the delivery of contact tracing/partner services.

Reviews and assesses case and laboratory reports and entries into the STI Partner Services and Surveillance System daily and oversees assignment of positive STI cases to state and local health department disease prevention specialists. Enters case and laboratory data from health care providers and laboratories. Facilitates interjurisdictional (OOJ) communication by assigning and receiving case reports and partner services information from other state and city health departments nationwide. Contacts physicians, nurses, laboratorians, and other health professionals to verify case information and discuss STI testing and treatment guidelines and recommendations. Conducts surveillance investigations to ensure proper testing and treatment of patients. Reviews the delivery of partner services and ensures that protocols and procedures are followed correctly.

Attends state, regional, and national meetings to discuss STI database management and data coordination. Provides quality improvement training, technical support, guidance, and statistical feedback to state and local disease intervention specialists, including data entry, timeliness of interview, completeness of data, and security protocols. Maintains the user manual and makes updates, as needed. Identifies quality assurance and data integrity problems and recommends changes to the program manager and bureau chief. Provides training to Iowa STI data system users through a variety of methods from phone instruction to formal classroom training. Attends statewide meetings to discuss data collection and use, train or update users on software, and to present DIS productivity statistics. Analyzes data using established reports and custom queries, and disseminates data and reports to disease prevention specialists, local health department supervisors, and the STI Program Manager.

Creates non-standard reports and templates for reports based upon program and user needs. Provides assistance to the STI Program Manager on development of special datasets, creation of performance measures, and analyses of data. Helps with mapping and identification of transmission networks through visual case analysis, GIS mapping, and other surveillance techniques. Develops and disseminates statistical reports for use in disease prevention and control activities. Other duties as assigned, including in an emergency or disaster.

Selectives

185 Epidemiology
6 months’ experience, 12 semester hours, or a combination of both in epidemiology, which involves:

  • The surveillance for respiratory diseases, vector-born diseases, enteric diseases, antimicrobial-resistant agents, or other infectious or non-infectious diseases
  • The development of protocols and procedures for data collection and analysis, ongoing analysis of data using a variety of databases and statistical analysis programs
  • The development and dissemination of written reports, graphs, tables, etc
AND
535 Public Health
6 months’ experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in a human services field, a health-oriented field, nursing, or education, and experience equal to three years of full-time work in a human services field, a health-oriented field, nursing, or education.
2) Certification as a paramedic and experience equal to three years of full-time work as a paramedic.
3) Graduation from an accredited college or university with a Master’s Degree in public health, nursing, science, a human services field, a health-oriented field, or education, and two years of full-time work experience as described in number one.
4) A total of seven years of education and/or full-time experience (as described in number one or two), where thirty semester hours of accredited college or university coursework in a human services field, a health-oriented field, nursing, or education equals one year of full-time experience.
