Position Description:
Network Runners is seeking a Subject Matter Expert I to support The United States Marshals Service (USMS) which has statutory responsibility for protection of the federal judiciary and the judiciary family.
Responsibilities:
- The Subject Matter (SME) I is a definitive source of knowledge who contributes their expertise to enhance organizational efficiency. They evaluate organizational needs, determine suitable technical solutions, and ensure that defined requirements are met. The SME shall recommend new policies and procedures, assist with interagency coordination, and provide continuous training to USMS personnel. The SME shall recommend necessary information to be included in interagency Memoranda of Understanding (MOU) and Memoranda of Agreement (MOA) required to ensure USMS personnel have clear expectations when working with other government agencies.
- Consult on the development and enhancement of the existing USMS programs.
- Recommend draft language and assist in coordination of; all necessary MOU/MOA between USMS and other government agencies that shall establish a mechanism to compliment and leverage each agency's existing resources and capabilities.
- Assist in performing risk assessment of USMS missions, units, and personnel.
- Assist in drafting and revision of policies and offer recommendations. The recommended drafts and/or revisions to the policies shall be consistent with, and complimentary to, guidance and policies from other government agencies.
- Provide recommendations for the development of a tailored training program involving multiple classes for USMS personnel. Recommendations for training initiatives shall be based upon identifiable emerging risks.
- Assist USMS personnel in establishing and maintaining liaison with all external agencies.
- Provide training to select USMS personnel as directed by the Task Monitor.
- Submit a monthly status report that details the current work progress and accomplishments, projected work for the upcoming month, and highlight any foreseen difficulties.
- Apply subject expertise in evaluating business operations and processes.
- Examine available information through quantitative and qualitative analysis.
- Identify areas where technical solutions would improve business performance.
- Consult across business operations, providing mentorship, and contributing specialized knowledge.
- Recommend technical solutions and determine software development requirements.
- Provide subject expertise and guidance to IT developers.
- Oversee the development, testing, and implementation of technical solutions.
- Determine whether technical solutions meet defined requirements.
- Ensure accurate representation of expertise prior to the distribution of data.
- Document processes and disseminate information to all relevant stakeholders.
- Define procedures or standards.
- Define performance objectives and determine acceptable performance levels.
- Provide recommendations for procedural improvements.
- Bachelor's Degree (Advanced degree preferred)
- Minimum of three (3) years’ experience
- Must have demonstrable experience in crafting and delivering briefings to senior personnel for use in critical decision making.
- Must demonstrate basic proficiency in quantitative data analysis.
- Must be able to work independently and perform tasks with little direction other than USMS's intent.
- Must be skillful in providing briefs, training, guidance, and assistance on issues, policies, procedures, and methodologies to a diverse audience including senior management.
- Proficiency in crafting all types of correspondence to reach a broad target audience with clarity and comprehension at all levels including senior management.
- Must demonstrate capabilities to design and deliver training programs to all levels of personnel
- Must be skillful in developing training aids, conducting training classes, and developing criteria for training.
- Must have experience working in an interagency environment and be results driven.
- Candidate must be willing to travel to support mission requirements as necessary.
- Superior time management, organization, and prioritization skills.
- Ability to build and maintain relationship with internal employees as well as outside sources.
- Excellent attention to detail.
- Strong communication skills.
- Exhibit a high level of confidentiality.
- Ability to adapt quickly and effectively to change.
- Must be proficient in the skill of technical writing.
