Duties
This position is located in the Office of Security and Professional Responsibility (OSPR) within the Deputy Director's Office in the Federal Law Enforcement Training Centers (FLETC). Serving as a Supervisory Emergency Management Specialist makes you a valuable member of the FLETC team. In this position you will be responsible for supervising and managing all Emergency and Management and Continuity (EMC) matters relating to the agency’s emergency management and continuity efforts. This position reports to the Chief Security Officer (CSO) of OSPR. Typical assignments include:
- Overseeing and managing the day-to-day operations of FLETC’s continuity program.
- Serving as the coordinator for Department of Homeland Security (DHS) Management’s Devolved Emergency Relocation Group (DERG).
- Developing implementing and conducting day-to-day maintenance of the FLETC’s Emergency Management Program.
- Coordinating with senior level points of contact at DHS Headquarters and other Departmental Components during annual EMC exercises.
- Measuring and analyzing the performance of FLETC’s EMC programs.
- Providing advice and guidance to FLETC’s senior staff.
- Serving as the principal point of contact for addressing inquiries from the General Accountability Office, Office of Inspectors General, and other such offices relating to aspects of the FLETC’s EMC programs.
- Supervising and managing a staff by performing personnel management responsibilities, such as writing and approving position descriptions and work plans, planning and approving employee training initiatives, maintaining discipline, counseling employees, resolving grievances, evaluating performance, approving leave; implementing FLETC EEO policies within EMC/OSPR to ensure no discrimination occurs because of race, color, religion, sex, national origin, political affiliation, marital status, physical challenge, age, and membership or non-membership in an employee organization.

- This position participates in FLETC’s Continuity of Operations Program. You are responsible for ensuring little or no disruption to the FLETC Mission Essential or Primary Mission Essential Functions in the event of an emergency.

- This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- New supervisors/managers must successfully complete a 1-year probationary period.
- Shift work may be required.
- This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Top Secret/SCI security clearance.

The qualification requirements listed below must be met by the closing date of this announcement.
You must possess at least one year of specialized experience equivalent to the GS-13 grade level planning, managing, and developing the day-to-day operations of an organization’s emergency management and continuity of operations programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management must authorize employment offers made to current or former political appointees. Physical Demands: The work is primarily sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Travel to other FLETC TDPs may be required approximately 20% of the time. Driving a vehicle may be required. Trips to other elements within the organization are routine and trips to other government agencies or contractor sites may be required. Intense concentration and performance of duties at maximum capability are required to meet deadlines. No special or out-of-the-ordinary physical effort is required unless an actual emergency occurs. During a real emergency or natural disaster, long hard hours may be expected.
Work Environment: Work is normally performed in an office setting where no unusual safety precautions are required. During emergencies and natural disasters, working conditions may be austere. The work area is adequately lit, heated, cooled, and ventilated. The position does spend time in private or on public transportation. Must possess and maintain a valid state issued driver's license to conduct official government business.

Re-employed annuitants’ annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
