Duties
- Serve as Operations Officer for the Operations Branch responsible for managing all Army aircraft.
- Perform personnel management functions supervising a workforce engaged in aviation operations.
- Perform flight duties as pilot-in-command in utility rotary wing aircraft such as single/multi-engine.
- Establish organizational deadlines in order to accomplish priorities.

Conditions of Employment
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes: 1) Conduct required flight checks to ensure adherence to safety standards; AND 2) Operate rotary wing aircraft to complete missions. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-02/GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

At the time of initial appointment, candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with Federal Aviation Administration (FAA) regulations; both meet the intent of the requirement. *You must submit supporting documentation for this requirement.
*A current Federal Aviation Administration (FAA) Commercial Pilot Certificate and/or the appropriate military rating. Current Federal Aviation Administration (FAA) certificate with commercial or higher with the following privileges: commercial helicopter and instrument helicopter or equivalent military ratings. NOTE: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Please note - the pilot certificate must include the rating(s) appropriate to the work of the position to be filled. For example, a position that involves flying a multi-engine airplane to various destinations under instrument flight rules would require the Commercial Pilot Certificate with the airplane, multi-engine, and instrument ratings or appropriate U.S. military ratings. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g. an Airline Transport Pilot Certificate. *You must submit supporting documentation for this requirement.
*Applicants for this position must meet certain minimum flight hour requirements, including recent flight experience. Minimum requirements are total flight time 1500 hours (Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placements actions, up to one-fourth of the total flight hours may by waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: They hold the certificates and ratings required; They have acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; They meet the requirements in terms of level and quality of experience; and Their flying history indicates they are qualified for the position.), pilot-in-command 250 hours (Only flight hours acquired as pilot-in-command are creditable), night flying 75 hours (For inservice placement actions 25 hours may be waived if the candidate demonstrates the ability to perform the work), flying time in the last 12 months 100 hours (For inservice placement actions, up to one-half of the flight hours may be waived provided the individual's total background reflects the ability to perform the duties of the position safely. For positions flying both helicopters and airplanes, at least one-fourth of the total hours must be in either category of aircraft.), heavy helicopter 500 hours (Up to 250 hours flying time acquired in heavy multi-engine airplanes may be substituted), 75 hours instrument (at least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time, e.g., hood instrument). (Note: documentation of flight hours must be provided at time of application). *You must submit supporting documentation for this requirement.
Selective Placement Factors: Applicants will need to meet the Selective Placement Factors at the time of the application process. Applicants will need to submit copy of their certificate along with the application. Failure to provide the certificate will result in an ineligible rating.
NH-03 Level Position: Incumbent must be a Graduate of the US Army UH-60A/L Qualification Course or equivalent prior to appointment for the NH-03 position. This is required for the NH-03 level. (Must submit a copy of the certificate with your application package. Failure to provide a certificate will result in an ineligible rating).
Education
Total Flight Time-Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placements actions, up to one-fourth of the total flight hours may by waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: They hold the certificates and ratings required; They have acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; They meet the requirements in terms of level and quality of experience; and Their flying history indicates they are qualified for the position.
Pilot-In Command-Only flight hours acquired as pilot-in-command are creditable.
Night Flying-For inservice placement actions 25 hours may be waived if the candidate demonstrates the ability to perform the work.
Flying Time, Last 12 Months-For inservice placement actions, up to one-half of the flight hours may be waived provided the individual's total background reflects the ability to perform the duties of the position safely. For positions flying both helicopters and airplanes, at least one-fourth of the total hours must be in either category of aircraft.

- SPECIAL REQUIREMENTS OF THE POSITION: The incumbent must successfully complete an annual flight evaluation in each aircraft flown and maintain instrument qualification in rotary wing categories. Incumbent must complete Aviation Training Manual requirements for each aircraft flown and must maintain a US Army Flying Class II physical (Army FDME). (This is required once onboard.)
- The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $122,683 including locality.
