PMCG is seeking is looking a Technical Expert for Agricultural Sector for USAID/Ukraine continues to support Ukraine’s agricultural and food security sectors following Russia’s invasion on February 24, 2022, while advancing longer-term recovery. The Technical Expert will work in the USAID Ukraine Office of Economic Growth (OEG) under the supervision of the Deputy Director or his/her designee. The OEG team manages a large and dynamic portfolio of projects that promote economic growth through reducing corruption, contributing to the economic recovery of Ukraine, supporting the financial sector, strengthening competitiveness, enhancing agricultural market systems, and advancing energy reform. The Technical Expert will be an agriculture team member for USAID’s work in the agriculture and food security sector, assisting with all aspects of the Mission’s agricultural sector portfolio. Under the guidance of the Deputy Director or his/her designee, the Technical Expert provides support in implementing and monitoring the Mission’s agricultural and food security sector portfolio.
The Expert serves as a technical advisor to the Agriculture Project Management Specialist/Agriculture Team Lead who will manage agriculture and food security related contracts/grants. The Technical Expert will provide technical and programmatic advice to ensure the agriculture and food security sector portfolio is strategically aligned with USG objectives in promoting economic growth. The Expert will provide technical input and ensure activities are appropriately linked, coordinated, and appropriately integrated with OEG and larger Mission activities, as well as within Ukraine’s economic and agriculture sector reforms.
The Expert may participate in strategic and programmatic planning, monitoring and evaluation, and overall management of agriculture and food security related investments across USAID/Ukraine’s OEG portfolio. The Expert may provide agriculture and food sector-related technical advice to other technical offices within USAID/Ukraine and may participate in Mission working groups. The Expert will independently undertake necessary research in support of the portfolio, organize and maintain databases, files, and other information repositories; and maintain and develop reports, documentation, and other tasks as they arise.
Fluency in English and Ukrainian with the ability for reading, speaking, and writing in both languages.
Previous experience working with USAID directly is extremely desirable.
Previous experience working as a USAID implementer or with other international technical assistance is desirable.
PERIOD OF PERFORMANCE: Jun 15, 2022 to June 14, 2023 with option to extend for two years.
DUTY STATION: In-Country, but not primarily On-Site. Candidates should be living and working in Ukraine.
TRAVEL REQUIREMENT: Up to 4 TDY trips
Security Clearance Requirements (Facility Access Required DD-254): Facilities access.

Visa/Work Permit Requirements: We do not anticipate the need for a visa or work permit.
MAJOR DUTIES AND RESPONSIBILITIES
- It is anticipated that the Technical Expert will undertake some or all of (but are not necessarily limited to) the following:
- Support the implementation of OEG’s agriculture and food security sector portfolio, including working with Government of Ukraine officials, business associations, NGOs, and other stakeholders.
- Assist in reviewing project-related documents, including sub-grants, implementation plans, performance monitoring plans, and communications products.
- Conduct site visits to monitor OEG’s agriculture and food security sector activities, which may require regular meetings and correspondence with partners and program stakeholders.
- Tracking partner reporting, ensuring complete reports are submitted on-time, and reported results are consistent with the contract or agreement.
- Participate in GOU working groups and other meetings
- Provide ad hoc support to other teams in OEG and in the Mission
Specific deliverables for the Technical Expert will include:
- Oral and written analysis and recommendations on the agriculture and food security sector and activities.
- Oral and written updates on key political and reform developments in the agriculture and food security sector and related issues to ensure USAID programs are designed and targeted to respond to needs, opportunities, and challenges
- Comments, edits, and contributions on reports, portfolio reviews, operational plans, program briefs, and weekly bullets, communications pieces for the Mission Development Outreach and Communications Specialist (DOCS), as applicable.
- Briefing papers, talking points, and strategy documents for senior leadership within the Mission, Embassy Kyiv, and USAID/Washington as necessary
- Other duties as assigned.
Key Position Requirement:
- Education: Master’s degree in business, management, economics, finance, or a closely related field is required.
- Prior Work Experience: At least seven years’ experience in the agriculture and/or food security sector (including any combination of providing technical assistance, projects/program implementation, providing analysis and recommendations) is required. Expertise or experience in the food security supply chain is highly welcome.
- Language Proficiency: Fluency in English and Ukrainian with the ability for reading, speaking, and writing in both languages.
- Security and Medical clearances: Facility Access is not required immediately, but as conditions change, this may become a requirement.
- Previous experience working with USAID directly is extremely desirable.
- Previous experience working as a USAID implementer or with other international technical assistance is desirable.
