Job Summary: The Telecommunications Engineer provides high quality telecommunications engineering and project management services to the District to ensure the District's telecommunications infrastructure is designed, maintained and operated in the most efficient and cost-effective manner, including system replacement and expansion necessary to meet the District's capital and O&M telecommunication needs. The technologies involved are microwave, fiber-optic, LAN, WAN, trunked and conventional two-way radio, VoIP telephone, Supervisory Control and Data Acquisition (SCADA), video systems, security systems and wireless access systems.

RESPONSIBILITIES

Telecommuncations Engineer I Job Functions

To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.

•Perform entry level design, implementation, and support of telecommunication systems. Analyze transmission path parameters for radio frequency and fiber optic systems for conditions such as attenuation losses, radio frequency interference, and reflectance. Assist in development and establish operational parameters relating to radio frequency and fiber optic systems, interpret and gather data from Optical Time-Domain Reflectometer, Bit Error Rate Tester, oscilloscopes, spectrum analyzer, and other typical measurement devices such as voltage, current, and resistance meters for the purpose of testing, troubleshooting and installation of telecommunication systems. Assist senior engineers in designing and installing telecommunication systems. Perform power consumption calculations, equipment site preparation, and identifying HVAC requirements. Provide engineering support to technicians relating to technical telecommunication issues.

•Assist in the development and implementation of project scopes, schedules, and budgets for routine telecommunication projects.

•Assist in product research & evaluation. Summarize results and present findings and recommendations to senior level engineers.

•Maintain a library of telecommunication system diagrams. Develop schematics diagrams, one-line circuits, interconnect diagrams, functional block diagrams, fiber splicing directives, and FCC license updates.

•Procure parts and equipment. Arrange for equipment repairs. Maintain inventory records.

Telecommunications Engineer II: Job Functions: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.

•Develop telecommunication project plans including project scope, schedule, and budget. Execute and provide updates on project progress. Complete project documentation according to District standards.

•Perform intermediate telecommunication and fiber broadband technical system design or modifications. Evaluate and recommend products and services related to core telecom systems, including, but not limited to, PBX, trunk radio, SONET, and microwave communications. Provide engineering support related to fiber circuit design and fiber splicing. Maintain telecom and fiber system design documentation in accordance with District standards.

•Provide intermediate level technical support necessary to maintain and operate the District’s telecommunication systems. Troubleshoot routine and moderately complex technical problems and resolve or provide problem resolution direction to others.

•Perform telecommunication system equipment assessments and develop recommendations for maintenance and improvements.

•Assist in inspecting communication sites for adherence to plans, standards and regulations and identify deficiencies.

•Support senior level telecommunication engineers in preparing telecommunication specifications for material purchases for installation contracts, including approval of material, services, and receipts on purchase orders; bid specifications; and purchase requisitions. Implement purchases within the framework of District policy and Washington State law.

Telecommuncations Engineer I or II: Additional Responsibilities

•Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC). Telecommuncations Engineer I or II: Post Secondary Education

The educational entry requirements are listed below. Equivalent experience (year for year) may substitute for required education.

Bachelor's Degree in Electrical or Electronic Engineering from a four-year college or university required.

Telecommuncations Engineer I : Minimum Experience

Minimum experience requirements are listed below. Experience requirements are additive to education requirements. Additional education may not substitute for experience.

2+ years of relevant experience required.

Performing engineering studies of basic radio frequency, fiber optic communication systems, or telephone/PBX systems are strongly preferred.

Telecommunications Engineer II: Minimum Experience

Minimum experience requirements are listed below. Experience requirements are additive to education requirements. Additional education may not substitute for experience.

3+ years of relevant experience with at least 1+ years specialized work in the field of telecommunications, including systems design and installation required.

Knowledge, Skills and Abilities

•Basic understanding of fundamental engineering principles.

•Multitask on multiple engineering projects simultaneously.

•Knowledge of radio frequency and fiber optic communication technology.

•Must work effectively within a diverse work force including engineers, skilled craft workers, consultants, customers, and regulatory agency personnel.

•Must have strong interpersonal and communications skills to be able to effectively communicate complex issues with peers, supervisors, and managers.

Must be proficient in reading, writing and speaking English.
