BRIEF POSITION SUMMARY

Performs highly advanced (senior-level) property management work. Work involves directing and managing property operations, maintenance, and administrative functions. May supervise the work of others. Reports to the TMD J6 Information Directorate Business Operations Branch Chief. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

WORK HOURS: 40 hours a week: Monday – Friday, 8 hours a day / Tuesday - Friday, 8 hours a day, Monday - Thursday, 8 hours a day

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Oversees all property managment functions, to include reporting functions, inventories, and processing procedures for equipment recovery.
  • Coordinates with the State Asset Manager and State Information Resources Manager as appropriate.
  • Directs the negotiation, development, evaluation, and management of leases, permits, contracts, and other property agreements.
  • Assists in the preparation and/or prepares financial statements and periodic reports on the status of various properties, lease expirations, and related matters.
  • Oversees the purchasing of and/or purchases IT related supplies and/or equipment.
  • Participates with the solicitation of and/or solicits bids for maintenance contractors and IT projects.
  • Manages IT Asset Inventory Systems for TMD.
  • Manages, evaluates, and/or coordinates property management services and records.
  • Plans, schedules, manages, monitors, and coordinates general maintenance of property, major repairs, and remodeling or construction projects.
  • Assists with service contract management.
  • Manages Life Cycle Management process of end user automation devices and peripherals for the Texas Army National Guad.
  • May supervise the work of others.
  • Performs related work as assigned.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include on holidays and weekends.
Qualifications


MINIMUM QUALIFICATIONS

EDUCATION:


  • Graduation from an accredited four-year college or university is required. (See substitution below)

SUBSTITUTION:

  • Additional years of experience in property management work may be substituted for required education on a year per year basis.

EXPERIENCE:

  • Five years' experience in property management work is required.
  • Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.

PREFERRED EXPERIENCE

  • Experience in Department of Defense logistics and supplies, to include extensive knowledge of systems such as Global Combat Support System-Army (GCSS-Army), General Fund Enterprise Business System (GFEBS), Wide Area Workflow (WAWF), and Defense Property Accountability System (DPAS) is preferred.
  • Experience working within a military environment is preferred.

REGISTRATION, CERTIFICATION, OR LICENSURE:

  • Valid driver license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS

  • Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office Personnel Management (OPM) SF85.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department (TMD) participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS

Work is performed primarily inside. When inside, incumbent is exposed to normal office temperatures and noise. Work typically involves standing, walking, and working for extended periods of time. May lift, carry, move, and or set up equipment and materials that weigh up to 25 pounds. This position may periodically require travel by ground or air in and out of the state to conduct business and for training approximately 20% of the time.
