Summary
This position is responsible for overseeing and managing the traffic signal system for the Town including the Traffic Management Center located in the Town Operations Center at the Chapel Hill Public Works Department. This position also provides administration and technical engineering services oversight associated with the traffic signal system.

PAY GRADE 115 FLSA -EXEMPT*
Essential Functions
Manages and coordinates the operation, adjustment, and maintenance of the computerized traffic signal system serving Chapel Hill, Carrboro, and the University of North Carolina at Chapel Hill.
Prepares, implements, evaluates, and modifies traffic signal timing plans and progression programs.
Supervises traffic signal system staff, prioritizes and assigns work to staff, develops and implements training, and monitors the work of employees to ensure compliance with standards and safety regulations.
Reviews traffic signal plans for intersection geometrics, signal and sign placements, and pavement markings. Inspects and approves new signal installations and pavement markings.
Provides investigative, engineering, analytical assistance, and contract support to the Traffic Division. Prepares and presents technical reports.
Manages municipal agreements and service contracts including billing management and accounting.
Assists in budget development, makes recommendations for budget changes, monitors expenditures, and creates reports.
Coordinates staff resources and participates in Town special event transportation management, as needed.
Performs other duties as required.
SUPERVISION EXERCISED
The position requires managing and monitoring work performance of traffic signal system staff.
PHYSICAL DEMANDS
The work is typically performed while sitting at a desk or table, with intermittent field work, walking, standing, stooping, and exposure to heights. The employee uses equipment requiring a high degree of dexterity.
WORK ENVIRONMENT
Work is typically performed in an office with routine field site visits.
Minimum Qualifications
An equivalent combination of education and experience that would provide the required knowledge, skills, and abilities to perform the duties of the job.

KNOWLEDGE OF:*
- Systems Engineering, communications technology, electronics, control systems, data processing and/or electronic system design, preferably in a transportation management system application
- Traffic signal system design software and traffic signal timing software and other traffic modeling and system design programs, including TransModeler
- Intelligent Transportation Systems (ITS)
- Intersection safety for all modes
- Roadway lighting plan review
- Applicable state and federal regulations
- Computer hardware and software systems as well as fiber-optics technology
- Management and supervisory principles and practices
- NCDOT’s standard specifications and indexes, the Manual on Uniform Traffic Control Devices, and the Highway Capacity Manual
- Experience with traffic signal system design software and traffic signal timing software including the latest version of SYNCHRO, and other traffic modeling and system design programs
- Principles and practices of budgeting and fiscal management
- Relevant ordinances, regulations, policies, procedures, standards, and specifications
- ABILITY TO:
Communicate effectively orally and in writing
- Manage work programs in a Traffic Management Center environment, including timing, operations, and developing specifications
- Establish and maintain effective relationships with customers and staff
- Prepare and present clear and concise oral and written reports and presentations
- Establish and maintain effective working relationships with internal and external stakeholders
- Read, develop, and interpret complex engineering plans and specifications
- Use a computer and relevant software applications
- Model behaviors that are consistent with the Town of Chapel Hill’s values of RESPECT
Supplemental Information
EDUCATION
A Bachelor's Degree in Civil Engineering with emphasis in Transportation Engineering or related field or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities to perform the duties.

EXPERIENCE*
Minimum of three years of experience in Traffic Signal Systems or related field. One year of supervisory experience in Transportation or Traffic Engineering is preferred.
CERTIFICATION
Engineer-In-Training Certificate (EIT). Professional Engineering License preferred.
Possession of a valid driver's license.

Pay: $70,000.00 - $83,832.00 per year
