JOB SUMMARY

This position is in the District Department of Transportation (DDOT), Project Delivery Administration, Transit Delivery Division (TDD). The Division monitors, plans, and evaluates public transportation programs for District residents, visitors, and workers. One of the Division's primary functions is to support all District local transit rules, regulations, guidelines, and policies. This includes collection and preparation of technical material, consideration of major policy, budgetary, and service-delivery issues, monitoring and evaluating fares, routes and service levels for rail and bus systems.

DUTIES AND RESPONSIBILITIES

The Transportation Planner is responsible for developing and implementing improvements to transit reliability and efficiency within the District. Incumbent will ensure that such plans and policies provide a safe and efficient transit system for District citizens and other users. The incumbent will liaise with and maintains coordination with government entities, including but not limited to the Washington Metropolitan Area Transit (WMATA) and the Metropolitan Washington Council of Governments (MWCOG), the private sector, District residents through Advisory Neighborhood Commissions (ANCS), and DC Councilmember offices.

The incumbent provides technical support for all phases of transportation planning and traffic engineering, operations, roadway design and management as related to coordination, advocacy, and implementation of transit improvement strategies. The incumbent will develop plans, specifications and work orders resulting from project development studies to improve transit service efficiency and route performance. This position develops multi-model plans and projects for the preservation and expansion of local transit services which include, but not limited to WMATA, DC Circulator, DC Streetcar and commuter buses, and city-wide transit facilities that provide the basis for investments of District and Federal resources, through the establishment of long-range policy objectives and near-term investment programs. The incumbent manages multiple, concurrent projects. Oversees transit projects from inception to close-out, ensuring high quality results, designs, and reports.

Develops scopes of work for consultant studies to assess and improve regional transportation services. Manages consultant studies designed to improve regional safe transportation systems. Assesses the operational effectiveness of regional transportation systems relative to capacity, design, level-of -service, and safety.

This position will develop and analyze a broad range of alternatives for the efficient use of transit services. The incumbent will develop alternatives that include accommodations for bicycles (e.g., protected bicycle lanes) and pedestrians along transit corridors. The incumbent collects and analyzes data on transit system operational requirements and needs as well as capital and operating financing. Will analyze data collected by WMATA or other transit operator on speed, reliability, and ridership trends to inform recommendations for improvements. Will assist with developing short-term and long-term financing strategies to provide adequate funds to maintain and expand transit services. Will develop alternatives for assuring the safe and efficient utilization of the public transit systems within the District. Analyzes and recommends solutions to transit problems as identified by ANCs, Council staff, community groups, technical staff, and elected officials.

QUALIFICATIONS AND EDUCATION

Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to Microsoft Office Suite advanced skills, proficiency in the development of concept designs and plans to address multimodal transportation issues, experience with managing complex, multidisciplinary and multimodal urban projects. State, local, or municipal DOT experience.

Bachelor's degree in urban/community planning, civil engineering, transportation planning, or transportation engineering is preferred.

The work is performed in a setting that requires normal safety precautions typical of an office environment, meeting or training rooms. The work area is properly lighted, ventilated, and heated.

As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
