Background

PMCG, a public-sector management consulting firm serving federal International Development, Health and Social Services agencies is seeking a Vice President of Delivery and Programs. This position is a key contributing role to growing PMCG’s mission impact and financial health. In this multi-faceted role, the successful candidate will serve as a member of the International Development (ID) department’s leadership team, reporting to the Senior Vice President of ID and provide leadership from strategic account planning through execution and ensure consistent, high-quality client delivery and portfolio growth. The Vice President (VP) of Delivery and Programs will be responsible for leading the overall portfolio of international programs while shaping and leading the delivery excellence and account growth, vision and strategic direction for PMCG’s primary federal markets (USAID and Department of State) of focus.


Scope of Work

The VP of Delivery and Programs must be an expert problem-solver and communicator who can lead and supervise client relationships, manage multiple project teams across a matrix of capabilities. The VP will act as a key contact with senior-level clients and leverage the client and the firm by delivering high-quality work and supporting new or expanded business opportunities.

Success in this position requires a track-record of being a strategic partner and trusted advisor to key clients in the international development sector, including USAID and DOS. The VP will provide strategic leadership, expand client relationships, drive increases in revenue and sales, and inform and influence our technical capability services.

Duties and Responsibilities

  • Play the lead contract manager role across key strategic IDIQs or BPA's and serve as the executive oversight for a portfolio of projects.
  • Conduct and participate in internal and external brainstorming sessions to continuously develop new ideas for client projects and programs; lead the development of white papers and capture efforts for new business.
  • Oversee the execution of program offerings and project plans, schedules, budgets, and deliverables; monitors program/projects from initiation through delivery.
  • Ensures access and availability of resources, key personnel, and resource pipeline for projects and defines and assigns major project roles.
  • Directly develop or support managers in developing project scopes and work plans, adjusting the timing of key deliverables and milestones nimbly as the situation requires.
  • Develop cost benefit analysis for new international initiatives.
  • Collaborate with cross functional teams (Accounting, Finance, Business Growth, Human Capital, Contracts and Program Managers).
  • Evaluate and interpret current international programs, capabilities, personnel, markets, competitive and customer intelligence in order to advise on strategic business decisions.

Experience & Qualifications

  • Possess a bachelor’s degree in International Development, Global Affairs, Economics, Social Policy, Accounting, Finance, Business Management or related field.
  • MBA or equivalent master’s degree preferred.
  • 15+ years of strategic planning, business management, corporate leadership and/or transformation projects in a dynamic and fluid international development environment.
  • 10+ years of executive level international federal government contractor experience [USAID & Department of State preferred].
  • Strong program management execution skills, results-driven, and ability to hold the team accountable for results setting appropriate milestones along the way to validate progress
  • Advanced knowledge of international issues, specifically in developing countries and conflict regions of the world requiring humanitarian aid.
  • Significant experience living and working in foreign countries.
  • Knowledgeable with Federal government procurement and contract delivery processes.
  • Strong understanding of financial and accounting principles as they relate to Federal government contracting and international business operations.
  • Ability to work independently as well as collaborate and communicate with members of senior management, finance, business development and operations teams, client and partner staff, and government representatives.
  • Willingness to assume varied and additional responsibilities.

  • Unwavering professional integrity and the ability to maintain confidentiality of highly sensitive company information.
