The Pasadena Water and Power Department (PWP) is seeking to fill a Wholesale Operations Manager position in the Power Supply Division. The Wholesale Operations Manager is responsible for managing PWP’s power and natural gas resource portfolio to maximize the value of these resources and minimize electric energy costs for Pasadena’s customers.

The ideal candidate will provide professional and technical support to the Assistant General Manager of Power Supply. The successful candidate will be a technical expert with an extensive background in utility management, wholesale operations, contract negotiations, environmental legislation and regulations, risk management, and trading and scheduling operations.

  • Develops annual and short-term budgets, energy and natural gas purchasing and wholesale trading strategies.
  • Supervises the energy and natural gas trading and scheduling group.
  • Authorizes and executes energy and related energy product transactions.
  • Forecasts near-term and mid-term energy requirements; monitors wholesale power and natural gas energy markets.
  • Prepares management reports; negotiates and administers energy, natural gas and other energy related product contracts with marketers, other utilities, and the CAISO.
  • Develops and implements natural gas, energy and ancillary service bidding strategies and hedging strategies; manages price risk; interfaces.
  • Maintains compliance with regulatory agencies like the Federal Energy Regulatory Commission and the California Energy Commission.
  • Represents Pasadena on inter-utility and joint-project committees.
  • Presents recommendations to management, advisory commissions, City managers, and the City Council.
  • Interacts and assists the Risk Manager and Settlements group.
  • Manages information systems to support energy transactions; and performs other related duties as required.
  • Regular Attendance is an essential function of this classification.

EDUCATION AND EXPERIENCE
  • Bachelor's degree in Business, Accounting, Economics, or Finance
  • A minimum five years energy transacting experience within an RTO/ISO market environment.
  • Management experience and a Master's in Business Administration are highly preferred.
SELECTION PROCESS
The selection process may consist of a combination of training and experience evaluation, online assessment, an interview panel, and a department-level interview.

VACANCIES
There is currently one vacancy in the Water and Power Development, Power Supply Division.

As a result of this selection process, an eligible list of candidates will be established which will be used to fill this vacancy and other similar vacancies that may occur in the future.

Candidates selected for this position are subject to a one-year probationary work period.

Special Requirements

Possession of or ability to obtain a Class C California Driver's License and a satisfactory driving record is required at time of appointment and as a condition of continued employment.


Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

All employees are required to pay the full employee contribution to CalPERS.

The City is closed on alternate Fridays and most staff observe a 9/80 work schedule.
