Program Assistance & Application Processing: Maintain documents, records and information related to the Work Opportunity Tax Credit (WOTC) program. File and store application documents as required and archive files as appropriate. Review submitted documents for completeness and accuracy. Enter information into system to determine program eligibility based on federal and state legislation, policies and guidelines. Identify applicant program participation status for program eligibility: Veteran, TANF, SNAP, Ex-Offender, Rural Renewal County (RRC), Long-Term Unemployment Recipient (LTUR), SSI/Ticket-to-Work, and other specialty groups as identified by policy.

Provide appropriate oral and written communication to employers and consultants to assure required documents are received. Provide input on process improvement strategies to streamline program procedures that enhance customer service to employers and consultants. Utilize various agency and non-agency computer systems to retrieve and enter data and information related to applications, including but not limited to: DBRO, DBIN, WAGEA, WAGEC, mylowaUI, GSO, IowaWorks and WOTC programs. Serve on work groups to provide input on the development of web-based software.

Training & Technical Assistance: Train new permanent and temporary employees of WOTC policies, procedures and systems for entry of applications. Retrieve and communicate information for out of state requests; respond to inquiries from employers and consultants. Provide information to WOTC Program Coordinator as needed.

Other Duties as Assigned: Attend meetings and events as requested.

No applicant for employment with the Iowa Department of Workforce Development can have a current, ongoing overpayment balance with Iowa Workforce Development without a payment plan in place. Select positions will be subject to a criminal background check.

Minimum Qualification Requirements

Experience equal to three years of full-time clerical or closely related work;

OR
an equivalent combination of education and experience, substituting graduation from high school, G.E.D. equivalency or satisfactory completion of a recognized correspondence or formal job-related training course at the high school or equivalent level such as that offered by WIN, OEO, CEP, CIVEC or similar programs, for one year only of the required experience;
OR
an equivalent combination of education and experience, substituting nine months or thirty semester hours coursework in an accredited business school, college or university for each year of the required experience;
OR
certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;
OR
employees with current continuous experience in the state executive branch that includes the equivalent of eighteen months of full time experience as a resident treatment worker or Clerk–Advanced.
