SUMMARY

Responsible technical work reviewing building permit applications to insure compliance with the Martin County Comprehensive Growth Management Plan, the Land Development Regulations and the General Code.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES

Reviews development plans and building permit applications for compliance with zoning regulations and land development code provisions.

Receives, reviews, prepares and/or submits various records and reports including building permits, foundation surveys, final surveys, occupational licenses, temporary use permits, subdivision plats, flood maps, various logs, maps, memos, correspondence, etc.

Provides information to property owners, contractors, appraisers, potential developers, other department/County staff, etc., regarding County zoning regulations and development review procedures.

Reviews all sign permits for compliance with land development regulations.

Prepares written comments regarding any changes to building permit site plans that are needed to meet ordinance requirements

Records all notes and needed corrections in software tracking system

Coordinates with Planners in written preparation of reports or meeting with the public to explain applications needed to obtain zoning approval, such as variances or parking waivers

Conducts required inspections for general permit applications

Provide technical assistance and information to the public relating to zoning of lands, allowable uses, development standards, application requirements and other similar matters

Maintains appropriate electronic files and records on permits.

Provides public service by answering written and walk-in inquiries concerning zoning designations of property in the unincorporated areas of the County including permitted uses, setbacks and land coverage, height restrictions, etc.

Notifies applicants of fees to be paid.

Provides recommendations relative to zoning ordinance amendments.

Prepares and maintains reports and records.

Assists in developing policies applicable to land use and development.

Performs job related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of accepted planning principles and practices, current development trends, Martin County geography and natural systems, modern regulatory practices and research techniques.

Knowledge of the political, social and economic implications of development regulation, and of the implications for natural, physical and human resources.

Knowledge of the laws, ordinances and codes dealing with zoning standards and requirements, including Martin County's codes and policies, Florida statutes and applicable case law.

Ability to read and interpret architectural blueprints, maps and map coordinate systems, including GIS.

Ability to read and interpret architectural blueprints, surveys and other documents related to building permit review.

Ability to learn digital mapping software, especially ArcView, to access information relating to environmental review, planning, zoning and addressing.

Ability to assemble data and to prepare and maintain correspondence, records and reports.

Ability to maintain satisfactory working relationships with employees, government officials, private organizations, and the general public.

Effectiveness in written and oral communication.

Skill in the use of an electronic data base, computer system and related software packages.


EDUCATION AND EXPERIENCE

Must possess a High School Diploma or equivalent and four (4) years of experience in zoning, code compliance and/or plan review.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver's License
