Job DescriptionJOB SUMMARY
The purpose of the class is to provide accounting/ fiscal support for assigned areas of responsibility. The class is responsible for entering data, updating, and maintaining ledgers, logs, reports, journals, and files, and performing various fiscal functions and calculations. The class works according to procedures set by City policy and state statutes, under direct supervision of both the City Secretary and the Deputy City Secretary.

KEY FUNCTIONS/KNOWLEDGE/SKILLS:
Attend to applicants in the issuance of birth and death records, burial transit permits, beer and wine permits, and processing and certification of TABC permits.
Takes payment, prepares receipt, prepares request record in accordance with State policy and follows in-house policy regarding job duties. Logs and posts funds received from customers, employees, and the public.
May prepare bank deposit and transfers according to direction of supervisor or established policy.
Scans and indexes vital records, prepares burial transit permits for Supervisor approval, and attends to other duties as assigned.
Organizes and files receipts and deposits of revenue and expenditure funds into the accounting system.
Performs routine office tasks such as data entry, typing correspondence, filing, faxing, telephoning, and photocopying.
Processes City of Brownsville mail-incoming and out-going and affixes appropriate postage with a postage meter machine.
Makes deliveries to Mayor and City Commissioners, using city vehicle.
Desire to learn additional tasks and take on more responsibilities.
Ability to understand and follow standard operating procedures, city policy, and state statutes.
Other related duties as assigned, including attending required/mandated training for Texas Department of State Health Services Vital Statistics Section, City mandated OD&HR training, and other training, and professional development or retreats, as required.
This is not meant to be an all-inclusive list of duties, so other job duties may be assigned. The above listed job duties will be assigned by the City Secretary and Deputy City Secretary. All fiscal clerks may be cross trained to stand-in during the absence of the other departmental staff.
Education and Experience
High school graduation or GED plus one year of experience.
Formal training, special courses, or experience and/or educational equivalent to satisfactory completion of one (1) year of college education or demonstrated prior job experience in handling cash transactions, reconciliations, and reporting is preferred.
Prior experience with bookkeeping or accounting duties is preferred.
Prior experience in Vital Statistics is preferred.
Prior experience with Microsoft Office: Word, Excel and Outlook, and Adobe Acrobat is preferred.
Prior experience with a Document Imaging Software and Cash Receipt Software is preferred.
Prior courses in bookkeeping or accounting transactions are preferred.
Special Certifications and License
Valid Texas Driver"s License.

Average judgment: must recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination, may involve freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.

Does not supervise.

Calculates amounts due, using some judgment; receives and processes larger amounts (several thousand dollars on one day not uncommon); balances receipts and cash from one or more other employees; brings problems to attention of supervisor.

Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.
Physical Demands
Office job with little or occasional light physical effort.
Responsibility for Equipment and Property
Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.

Office job, no adverse conditions.
Other Requirements
