Objective*
Access Control Personnel (ACP) work at the Naval Surface Warfare Center at the Philadelphia Navy Yard. This position is under the direct supervision of the Project Manager and is responsible for the protection, safeguarding, and security of assets, personnel, customers, and all visitors.

Essential functions*
Be able to read and understand the English language to effectively carry out applied printed rules, detailed orders, instructions, and training materials. Have a command of both the written and spoken English language to properly and clearly communicate in person or via electronic devices (telephone and radio) with co-workers and the general public. The ability to maintain a professional, tactful and courteous demeanor under stressful situations security personnel routinely encounter. Be able to compose in the English language precise short paragraphs, written reports, and other reports as necessary.

Job Duties*

  • Access Control Personnel (ACP) assigned to each building shall work from a fixed access/egress post (front desk) and monitor anyone entering the building. Each access control personnel shall aid in the early reporting of emergencies, and provide directions and informational assistance to employees, visitors, and guests.
  • Must be mentally alert and physically ready to operate and enforce the Government's system of personnel identification and access/egress control.
  • Shall be knowledgeable of the location and use of the nearest first aid kit, fire extinguisher, fire alarm, emergency exit, and duress alarm (if any), and shall be ready, willing and able to use them as necessary.
  • Process visitors by verifying visitors' identification, contacting agency sponsors or escorts, fabricating and issuing visitor passes, entering and maintaining data on visitor logs or automated visitor data base programs, and ensuring visitors are presented for appropriate personnel and package screening.
  • Responsible for operating/monitoring the closed circuit television (CCTV). Required to have prior experience working with this equipment.
  • Answer questions and provide directions to visitors and building tenants.
  • Prior to arriving on duty, each access control personnel shall be familiar with the name, address, location, and orders of their assigned building/area of assignment. Each access control personnel shall be familiar with each tenant Agency's name and the locations within the facility of the most commonly sought-after offices or locations, such as service offices, restrooms, elevators, entrances and exits and parking areas, and shall provide that information to any visitor upon request.
  • ACPs shall abide by all health related, security policies and procedures implemented by NSWCPD and higher authorities due to COVID 19.
  • Maintain sage and hazard-free conditions.
  • Immediately report all potentially hazardous conditions and items in need of repair.
  • Summon the appropriate professional assistance in the event of injury or illness to Government employees or others while in the building or on the grounds.
  • Prepare and record infractions, issues, and provide documentation to those officials specified by the Technical Point of Contact.
  • Be in uniform and ready to begin work promptly at the start of each shift and shall remain on the job and in full uniform until the end of full tour of duty.
  • May perform other related duties as assigned by a security Lieutenant and/or security Project Manager.

Qualifications: Must be a U.S. citizen
Must have been issued a Social Security Card by the Social Security Administration
Must be 21 years of age
Must be high school/GED graduate
Must have one of the following (experience should be relevant to the past 5 years of work experience):
3 years security experience OR
3 years of military service (active duty or reserve) with and honorable discharge OR
3 years law enforcement experience with successful completion of Police Officer's Standard Training (POST) course.
Must posses a clearance level of Secret issued by U.S. Department of Defense
