JOB DEFINITION:

Under minimal supervision, the Office of DEI Accounting Technician manages the accounting and bookkeeping duties for the district Title III Federal Programs, EL General Fund accounts, SIA and DI-TLC budgets, ensuring balance and maintenance of each set of financial and statistical records. The DEI Accounting Technician assists the Director of Diversity, Equity, and Inclusion in interpreting and prioritizing department budgets. This position manages student data systems and all state reporting for Multilingual Programs in the DEI Office. The duties require the use of independent judgment and interpretive ability. This Accounting Technician works under the supervision of the Director of Diversity, Equity, and Inclusion; and in partnership as a member of the Accounting Technician team with Student Services and Teaching and Learning.

ESSENTIAL JOB FUNCTIONS:

  • Title III, EL General Fund, TLC-DI, and SIA-DEI bookkeeping and accounting records: Ensures adherence to budget allocations and proper fund accounting by department. Maintains, monitors and reconciles excel workbooks/google sheets to ensure running balances for all accounts are accurate in the general ledger; prepares journal entries as needed. Processes and codes purchase orders; including direct contact with vendors and other suppliers.
  • Processes district credit card purchases for various Title 1A sites and English Language Learner (ELL) department employees. Ensures adherence to all state and federal requirements and laws. Assists and trains staff on proper accounting procedures and adherence to District policy.
  • Budget coordination, preparation and monitoring of district Title III, EL General Fund, TLC-DI, and SIA-DEI budgets: Uses excel workbook data to complete Budget Narrative. Works with department director to ensure compliance with Federal and State laws for expenses of Federal Funds. Works with District Budget/System Analyst. Assists director in the preparation, distribution and analyzing of the Title III and ESL general fund budgets. Verification of Staffing FTE and account coding and budget planning roll-ups. Prepare customized monthly district budget/expense reports for analysis of department budgets.
  • Maintains district Multilingual Services student data in accordance with Bend-La Pine Schools’ Student Information System data, ODE records and other state and local requirements. Maintains the ELL Student Tracker up-to-date and accurate using Excel workbook data and Student Information System integration. Completes state Data Collections for ELL/Title III, Recent Arrivals/SIFE, Title IC Migrant Education, Seal of Biliteracy, and other applicable collections.
  • Under the direction of department leadership, manages Dual Language Immersion applications and lottery procedures, and communicates with Dual Immersion applicants, families, and staff regarding program intake, assessments, enrollment, data, and records.
  • Assists department director with ODE Audits and Monitoring and ensures all supporting documentation is compiled in accordance with Federal Monitoring Checklist guidelines. Provides services for staff development and meetings, including scheduling and monitoring travel related expenses for conferences.
  • Maintain (create, monitor, update) Google Drive workbooks and other department collaborative documents and schedules. Ensures monthly district substitute account codes are accurate before the High Desert ESD file is uploaded to the general ledger.
  • Provides personal, confidential secretarial services to the Director of Diversity, Equity, and Inclusion; composing, typing, and distributing correspondence, maintaining calendar and files as needed.
  • Initiates and answers telephone calls which include interviewing callers, furnishing desired information or referring callers to proper authority, which requires a thorough knowledge of the district.
  • Fulfills other duties as assigned. Fulfills performance standards identified in the evaluation process as required by the position. Fulfills working conditions and physical effort listed below.

WORKING CONDITIONS:

Must be able to sit, stand, and walk for prolonged periods of time. The employee needs to be able to lift materials, boxes or equipment weighing up to 30 pounds and/or maneuver up to 50 pounds. This employee works under tight, inflexible deadlines; tasks require extreme accuracy and concentration, and the employee works with continual disruptions. Must be able to work accurately and with minimal supervision.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge:

  • Methods, practices and terminology used in financial and statistical clerical work. Modern office methods, practices and procedures; computer software, hardware, spreadsheet and database.
  • Technical accounting terminology, principles, and practices required to maintain a computerized or manual accounting system including accounts receivable, accounts payable, general ledgers, subsidiary ledgers, audit procedures, and budget preparation.
  • Rapid and accurate operation of ten key calculators to perform calculations and computer keyboards to input and retrieve information.
  • Knowledge of all aspects of local, state, and federal budgets and expenditures
  • Skills & Abilities:
  • Preferred: Professional-level bilingual in English and Spanish
  • Relates well to people of all identities and backgrounds
  • Establish and maintain effective working relationships with school district personnel, vendors and the public.
  • Ability to work effectively within a team environment as well as independently.
  • Ability to organize and maintain computerized and manual records
  • Proven ability to provide a high level of service delivery to the customer while ensuring compliance with all applicable laws, regulations, rules and policies.
  • Demonstrate knowledge of Oregon Revised Statutes and Federal regulations pertaining to procurement and contracting with experience in the application of both as well as the ability to learn and interpret school district procurement policies and procedures.
  • Prepare and present clear and concise oral and written reports.
  • Demonstrate ability to organize and prioritize work; with frequent interruptions; make sound decisions under pressure; manage multiple customer demands and conflicting priorities. Maintain a high level of commitment to the completion of all tasks.
  • Must be highly ethical, possess integrity and conduct all types of transactions, whether verbal or written, in an honest and open manner.
  • Maintain accurate accounting records, maintain internal control, and prepare accounting and financial reports for auditors.
  • Maintain and monitor department budget accounts and account balances.
  • Read, understand, and carry out oral and written directions.
  • Accurately transfer, record and convey information, materials, and money as required by the position.
  • Proficient in the use of personal computers; technical and practical knowledge of Excel spreadsheet, Google Drive and word processing applications including working with electronic procurement/purchasing and student information systems.
  • Abide by confidentiality requirements.
  • Adhere to the district requirement for a drug-free workplace.
  • Possess the physical ability to regularly attend work and fulfill the essential functions of the position with or without reasonable accommodation.

EDUCATION AND EXPERIENCE:

  • High school diploma and more than two years of advanced education / experience in the specific job requirements. The position requires the application of specific principles or techniques and training not normally received in a high school.
  • The position requires thorough knowledge of complicated procedures or methods and the ability to train or (fully) supervise others in such activity. In-depth knowledge of work-related School District policies and practices is necessary. Job proficiency can be acquired in twelve to twenty-four months.

Job Type: Full-time

Pay: $21.27 - $23.53 per hour
